If you're having trouble getting through to NYS Department of Labor to clarify this stuff, I found this service called Claimyr that actually gets you connected to a real agent. They have a video demo at https://youtu.be/qyftW-mnTNI showing how it works. I used it when I was confused about my partial payments and got answers right away instead of being on hold forever. Check out claimyr.com - way easier than trying to call the regular number.
The whole partial credit system is actually pretty fair once you understand it. I've been working 2 days a week at my old job while collecting unemployment and it helps me stay afloat while I look for full-time work. Just keep track of all your earnings and report them accurately on your weekly certification.
One thing to check - were you working under the table for any of that delivery work? Because if it wasn't properly reported as W-2 or 1099 income, NYS Department of Labor won't count it toward your benefit calculation. All your earnings need to be documented with proper tax reporting to qualify for the calculation.
I got my benefits increased by $85 per week after I proved they missed wages from a seasonal job I had. Took about 3 weeks to get it corrected but they also paid me the difference retroactively for all the weeks I had already claimed. definitely worth pursuing if you think they made an error
The NYS Department of Labor phone system is impossible to get through to ask these questions directly. I spent weeks trying to reach someone about my specific situation. Finally used this service called claimyr.com that actually got me connected to an agent who could explain my eligibility. There's a video demo at https://youtu.be/qyftW-mnTNI showing how it works. Was way easier than trying to navigate the phone maze myself.
I had trouble reaching NYS Department of Labor when I got laid off last year - kept getting disconnected after waiting on hold forever. Someone here recommended using Claimyr at claimyr.com to get through to an actual agent. They have this video demo at https://youtu.be/qyftW-mnTNI that shows how it works. Ended up being super helpful for getting my adjudication issues resolved quickly instead of waiting weeks.

yeah i quit my retail job last month and got denied right away... apparently being scheduled for impossible hours doesnt count as good cause according to NYS Department of Labor even though I couldnt find childcare

•Actually, significant schedule changes that create hardship can be good cause for quitting. You might want to appeal that decision if you documented the schedule issues and how they affected your ability to work.

This reminds me of when I had to leave my job because they moved locations and I couldn't commute that far. NYS Department of Labor approved my claim because it was considered a substantial change in working conditions. Every situation is different though - the adjudication process really looks at the specific details of why you quit.
