I remember when I first filed I was so confused about this too. They also factor in any part-time work you might have had during that base period. If you worked multiple jobs, they combine all the wages from all employers during those quarters.
I've been dealing with NYS Department of Labor for months trying to get through to someone about my specific situation and it's been impossible with their phone system. Recently found this service called Claimyr (claimyr.com) that actually got me connected to an agent who could explain how the job search requirements work when your whole industry is changing. They have a demo video at https://youtu.be/qyftW-mnTNI that shows how it works. Might be worth checking out if you need to talk to someone directly about your options.
ugh the system is so broken!! why do they make it so hard to get information about what happens when benefits end? they should automatically tell you about other programs instead of making you figure it out yourself
Check if you might qualify for any extended benefits or federal programs. Sometimes there are extensions available depending on the unemployment rate in your area. Also look into local career centers - they often have resources for people transitioning off unemployment including resume help and job placement services.
I had such a hard time getting through to NYS Department of Labor to ask about this exact question last month. Kept getting busy signals and when I finally got through they transferred me three times. Finally used this service called Claimyr (claimyr.com) that helped me get connected to an actual agent who explained the whole employer contribution system. They have a video demo at https://youtu.be/qyftW-mnTNI that shows how it works - basically they handle the calling for you so you don't have to sit on hold forever.

The whole system is designed to give you as little as possible! They make the calculations confusing on purpose so people don't know what they're entitled to. I've been fighting with NYS Department of Labor for months over my benefit amount and they keep giving me the runaround.

Just to add - make sure you're looking at GROSS earnings for your quarters, not net pay. That tripped me up when I was trying to estimate my benefits before filing.
