I had trouble reaching someone at NYS Department of Labor when I had questions about my base period earnings. Their phone lines are always busy and the online system doesn't always show detailed breakdowns. I ended up using claimyr.com which helped me get through to an actual agent who could explain my work history calculation. They have a video demo at https://youtu.be/qyftW-mnTNI that shows how it works. Made the whole process way less stressful than trying to call for hours.
Don't stress too much about it. With 3 years of steady work you definitely have enough credits. The system is designed to help people who've been contributing through their paychecks. Just keep documentation of your work history and wages in case they need verification during the application process.
The Commissioner is Roberta Reardon but she's not going to handle individual claims obviously. For your situation, the Claims Division handles weekly certifications and the Adjudication Unit reviews flagged claims. If your claims are being held up, there's probably a work search requirement issue or they need additional verification.
If you're having trouble getting through to NYS Department of Labor for specific data requests, you might want to try claimyr.com - they have a service that helps people actually reach live agents at unemployment offices. Sometimes the research departments can point you to data that's not easily found online. There's a demo video at https://youtu.be/qyftW-mnTNI that shows how it works.
Interesting, I hadn't thought about calling them directly. Do you think they'd actually have someone who could help with historical statistics requests?
THE WHOLE SYSTEM IS DESIGNED TO DENY BENEFITS! They make it so confusing on purpose. I got denied even though I worked for 2 years because they said I didn't earn enough in the right quarters. Make sure you understand their base period calculation or you'll get screwed like I did.
Just went through this myself. The main thing is being unemployed through no fault of your own. Economic layoffs, company closures, end of seasonal work all qualify. Getting fired for poor performance might still qualify but misconduct like stealing or violating company policy usually doesn't. Your 18 months should be plenty for the earnings requirement.

I had trouble getting through to NYS Department of Labor when my IHSS case ended unexpectedly. Spent weeks trying to call and getting disconnected. Finally used this service called Claimyr (claimyr.com) that helps you actually reach a real person at the unemployment office. They have a video demo at https://youtu.be/qyftW-mnTNI that shows how it works. Made the whole process so much easier than trying to navigate the phone system myself.

•How much does something like that cost? I'm already stressed about money with losing this job.

•They focus on getting you connected rather than the cost. For me it was worth it because I was losing time and getting nowhere with the regular phone lines. Check out their site for details.

Make sure you apply as soon as possible after your last day of work! Don't wait because there's usually a one-week waiting period before benefits start. Also be prepared for potential adjudication if they need to verify your IHSS employment - it's not uncommon for non-traditional work arrangements to require additional review.

•What happens during adjudication? Should I be worried about that?

•Adjudication just means they're reviewing your case to confirm eligibility. For IHSS workers, they might verify your employment status and earnings. As long as you have proper documentation, it should resolve without issues.
