Had a nightmare trying to get through to NYS Department of Labor to ask this exact question last month. Kept getting disconnected after waiting on hold forever. Finally used this service called Claimyr (claimyr.com) that actually got me connected to a real person who explained the whole funding system. If you can't get through to NYS Department of Labor by phone (which is basically impossible these days), I had success using Claimyr to actually reach an agent. The whole system is a joke. Open status could mean anything - they just keep you guessing while your bills pile up. I've had open status for a month and still no payments because apparently they need to 'verify my employment history' even though I submitted everything they asked for.
Just remember you still have to be available and looking for full-time work even if you're working part-time. Don't let the part-time job interfere with your job search requirements or they could disqualify you for not being available.

THE WHOLE SYSTEM IS RIGGED ANYWAY!! They manipulate these numbers to avoid paying extended benefits. I've been watching NYS Department of Labor statistics for years and they always find ways to keep the official rate just below trigger thresholds. Meanwhile real people are struggling to find work but don't qualify for extended help.

For your project you should also look at how NYS Department of Labor defines 'unemployment' - they don't count people who've stopped looking for work or are underemployed. The actual economic distress rate is usually higher than official unemployment statistics show.
