Here's what worked for me: 1. Call exactly at opening time 2. If you get a busy signal, hang up and immediately redial 3. Keep doing this for at least 30 minutes 4. If you get through to the automated system, DO NOT press any buttons. Wait for it to transfer you to an agent. 5. Be prepared to wait on hold for a long time It took me about 3 days of trying this method before I finally got through. Good luck!

guys i think i figured it out. if you press 2, then 1, then 4, then sing the national anthem backwards, you get through to a real person instantly. trust me, my cousins friends neighbor works for NYSDOL
