I've been dealing with NYS Department of Labor for months trying to get through to someone about my claim status and it's been impossible. The phone system is a nightmare. Wait I thought unemployment was just measured by how many people are out of work? Are you talking about something different??

Unemployment benefits are definitely taxable income at the federal level. There was a special exemption for part of 2020 unemployment due to COVID but that's long over. You should probably check if you need to file amended returns for any years you didn't report UI benefits.

Just to add some context for your paper - the 1935 Act created the basic structure, but states like New York had to pass their own implementing legislation. New York's Unemployment Insurance Law was enacted in 1935 to comply with the federal requirements. That's why NYS Department of Labor has some unique features compared to other states while still following the overall federal framework.

For your research you might want to look into how the original 1935 system has evolved. The basic UI structure is the same but things like extended benefits during recessions, work search requirements, and online filing through NYS Department of Labor are all much more recent additions to the original New Deal framework.
