Just to add some context for your paper - the 1935 Act created the basic structure, but states like New York had to pass their own implementing legislation. New York's Unemployment Insurance Law was enacted in 1935 to comply with the federal requirements. That's why NYS Department of Labor has some unique features compared to other states while still following the overall federal framework.
For your research you might want to look into how the original 1935 system has evolved. The basic UI structure is the same but things like extended benefits during recessions, work search requirements, and online filing through NYS Department of Labor are all much more recent additions to the original New Deal framework.
Just wanted to add that even if your employer doesn't respond at all, NYS Department of Labor will still process your claim. They don't hold it up indefinitely waiting for employer input. I think the 10 business day rule is pretty standard but there can always be delays in the system.

Just keep filing your weekly claims on time even if you haven't been paid yet!! I made the mistake of thinking I shouldn't file until I got my first payment and it messed up my whole claim timeline.
