I've tried accessing this at different times of day - even early morning at 8:52 when I thought the system might be less busy - but still getting the same error 428 message. My phone shows full signal strength (5G 100%) so I know it's not my connection. The IRS website has that "An official website of the United States Government" header with the "Here's how you know" text and the IRS logo at the top with a MENU option, so I'm definitely on the correct site.
