IRS Transcript Shows TOP Offset - Will I Get $5,412 or Has TurboTax Already Deducted $210.13 in Fees?

I got my transcript updated today and it shows TOP offset. My refund was supposed to be $5,412 but now it shows a different amount. I e-filed on 01/15 and my return was accepted on 01/18. On my TurboTax account, it shows: FEDERAL Return accepted 01/18 see fees deducted TurboTax fees -$139.36 5 days early guaranteed -$27.22 Pay with your refund -$43.55 Net refund I signed up to receive my federal refund 5 days early. My STATE NY return is still Pending (filed 01/15). Does this mean they already took out their fees? I'm so confused about what TOP even means and if I should expect the full amount or not. I thought I was getting $5,412 based on what I filed, but now with this TOP offset showing on my transcript, I'm wondering if the TurboTax fees were already deducted or if the Treasury Offset Program is taking something else. Should I be looking at the "Net refund" amount as my final number? I'm trying to figure out where my refund is and how much I'll actually get.
