Boyfriend's $1,055 Tax Refund Taken by TOP Program (Code 898) - No Notice Received
Hey everyone, I'm trying to figure out whats happening with my boyfriends tax refund. I was helping him check his transcript today and noticed something strange. I can see his RETURN DUE DATE OR RETURN RECEIVED DATE (WHICHEVER IS LATER) is Apr. 15, 2025, and the PROCESSING DATE was Mar. 10, 2025. According to his transcript, there are several transactions: TRANSACTIONS CODE EXPLANATION OF TRANSACTION | CYCLE | DATE | AMOUNT 150 Tax return filed | 20250805 | 03-10-2025 | $1,764.00 14221-444-47881-5 806 W-2 or 1099 withholding | | 04-15-2025 | -$2,819.00 846 Refund issued | | 02-26-2025 | $2,055.00 898 Refund applied to non-IRS debt: | | 03-11-2025 | $0.00 $2,055.00 His refund was supposed to be $2,055, and it shows code 846 for "Refund issued" on February 26th, 2025, but then there's also code 898 showing "Refund applied to non-IRS debt" from March 11th, 2025 for the entire refund amount ($2,055). Does this mean the IRS took his whole refund? His transcript shows tax return filed with tax amount of $1,764, withholding of $2,819, and then this apparent offset. He hasn't received any notices explaining this and we're completely confused. The transcript says "This Product Contains Sensitive Taxpayer Data" at the bottom, but nothing explains why his refund was applied to a "non-IRS debt." Has anyone seen something similar or know what this means? Why would his refund show as issued in February but then get applied to some debt in March? What kind of non-IRS debt could this be referring to?

Yes, code 898 indicates the Treasury Offset Program (TOP) took the refund to pay a government debt. This could be for unpaid student loans, child support, state taxes, or other government debts. The entire amount was taken ($1,055) as shown on your transcript. He needs to call the TOP hotline at 800-304-3107 to find out exactly which agency claimed the debt. They'll tell him which agency took the money and provide contact information. Unfortunately, the IRS can't help with this as they just process the offset - they don't know the details of the debt. The agency that took the money should have sent a notice, but sometimes these get lost or sent to old addresses. The TOP call will give you the information you need to follow up directly with whoever claimed the debt.

They're supposed to send a notice, but the offset happens automatically. The system doesn't wait for you to respond to the notice. It's definitely frustrating, but that's how the program works unfortunately.

Happened to my cousin last yr. Call that number asap and be ready to wait on hold for like 30+ minutes. Write down everything they tell you because you'll need to follow up with whatever agency claims the debt.

Just to confirm again - yes, the entire refund was taken through the Treasury Offset Program. It's right there in the transcript with code 898. They typically don't take partial amounts - they take what they can get up to the full debt amount. I went through this last year for an old student loan I didn't even know was in default. Look at the dates carefully. The refund was issued on 02-26-2025 but the offset code 898 is from 03-10-2025. This timeline is weird. Usually the offset happens BEFORE a refund is issued. Has your boyfriend checked his bank account from late February? It's possible the refund was actually deposited and then they're trying to collect it back.

That's actually exactly what probably happened. The system initially processed the refund (hence the 846 code) but before it actually hit his bank account, the TOP system flagged the debt. The IRS computer systems don't always talk to each other in real-time, which causes these confusing transcript entries.

You should know they're required by law to send a notice before taking your refund. Check if he got anything from Treasury Offset Program in the past few months? Sometimes these notices look like junk mail and get thrown away. And sometimes they send them to old addresses.

Not always true. They're supposed to send notice but I've had offsets happen with no notice at all. The agencies are supposed to notify you about the debt before it goes to TOP, but the actual offset can happen with no immediate warning.

THIS 👆 The notice requirement is BEFORE the debt is certified for offset, not right before they take your refund. Could have been sent months or years ago.

This is why I always recommend people adjust their W-4 withholding so they don't get big refunds. If you owe government debt, better to owe a small amount to IRS at tax time than have a big refund that gets intercepted. The government will get their money one way or another.

Exactly. Plus, you're basically giving the government an interest-free loan all year when you overwithhold. I aim to either owe a tiny amount (under the penalty threshold) or get a very small refund.

Have your bf check if he has old student loans. That's the #1 reason I see for these offsets. Even if he thinks they're in good standing, sometimes loans can default without proper notification. Second most common is state taxes or child support.

Since your bf's whole refund went to offset, he needs to talk to the agency that claimed the debt ASAP. Sometimes you can challenge it or set up a payment plan for the remaining balance. But don't wait - some agencies have strict timelines for appeals. Without a notice, your only option is calling TOP at 800-304-3107 to find out who took it.
