Back to California Unemployment

Ethan Wilson

Why is my California EDD unemployment taking so long to process?

I've been waiting almost six weeks now and my unemployment claim still hasn't moved. Six weeks!! I filed everything correctly, verified my identity through ID.me without any issues, and have been certifying my weekly claims every single Sunday like clockwork. My UI Online dashboard just shows 'pending' with absolutely nothing else to go on. No letters, no notices, no explanation whatsoever. I work in the restaurant industry and got laid off when my employer closed one of their locations. My situation isn't complicated at all - straightforward layoff, no disputes, nothing weird. I've tried calling the EDD main line probably 30 or 40 times over the past month and I either get a busy signal, get put on hold for two hours and then disconnected, or the automated system just tells me to call back later and hangs up. I finally got through to someone once and they just told me 'your claim is processing' which tells me absolutely nothing. Why is California EDD unemployment taking so long? Is this normal? I have rent due in two weeks and I'm genuinely starting to panic here.

ugh same boat here, been waiting 5 weeks. the 'pending' status is so frustrating bc it tells you literally nothing about whats actually happening with your claim

0 coins

Right?? Like at minimum tell me if there's something I need to do or if I just need to wait. The silence is the worst part.

0 coins

The pending status can mean a few different things unfortunately. It could be routine processing backlog, it could be that your claim got flagged for adjudication without notifying you properly, or there could be a wage discrepancy EDD is trying to resolve with your former employer. Worth trying to get someone on the phone to clarify which situation you're actually in.

0 coins

First thing you should figure out is whether your claim is in regular processing or if it's been sent to adjudication. These are two very different situations with very different timelines. Regular processing for a straightforward layoff should be 3-4 weeks max. If it's been adjudicated, that's when things can drag out to 8-10 weeks or longer. Log into UI Online and look carefully at your claim summary - if you see anything mentioning 'issues' or 'pending adjudication' buried in the details, that changes everything about how you should approach this.

0 coins

I looked again and I don't see adjudication mentioned anywhere, just 'pending.' Does that mean it's not in adjudication or could it still be there?

0 coins

Unfortunately UI Online doesn't always clearly display adjudication status. Some claims get flagged internally and the claimant has no idea. The only reliable way to know is to actually speak with an EDD rep who can pull up your full claim notes.

0 coins

this happened to me too where it just said pending forever but it was actually in adjudication the whole time. found out 7 weeks in when I finally got someone on the phone

0 coins

I was in almost the exact same situation last year - restaurant industry layoff, clear-cut case, waiting and waiting with no updates. What actually broke through my delay was getting an EDD agent on the phone who could see the actual notes on my file. Turns out there was a tiny discrepancy between what my employer reported for my last day and what I listed, and nobody had notified me. Two minutes on the phone fixed a problem that had been sitting there for weeks. The real challenge is actually getting someone to pick up. I eventually used a service called Claimyr (claimyr.com) that basically navigates the EDD phone system for you and holds your place in line - there's a video showing how it works at https://youtu.be/JmuwXR7HA10. Saved me so much time compared to the endless redials. Once I talked to an agent and they corrected the discrepancy, my payment hit within 4 days.

0 coins

Wait so there could be an issue on my claim that I don't even know about? That's honestly terrifying. And I'll look into that Claimyr thing, at this point I'd try anything.

0 coins

employer reporting discrepancies are way more common than people realize. even small differences like one day off on your last date of work can flag the claim for review

0 coins

I've heard of Claimyr too, my coworker used it when she had her claim stuck. Said it actually worked

0 coins

How does Claimyr work exactly? Does it just call for you or does it do something else?

0 coins

ok so I work in HR and deal with EDD stuff from the employer side and let me tell you - employer responses to EDD inquiries are one of the BIGGEST causes of claim delays that claimants never hear about. When EDD sends your former employer a notice to verify separation details, employers have a window to respond. If they respond late, respond with conflicting info, or don't respond at all, your claim just sits there. You have zero visibility into this process. It's genuinely maddening and I wish EDD communicated this better to claimants.

0 coins

So my claim could literally be delayed because of something my former employer did or didn't do and I'd have no way of knowing?? That feels so unfair.

0 coins

Unfortunately yes. And the worst part is you can't really do anything to speed up the employer side. What you CAN do is get an EDD agent to tell you if that's the situation, and sometimes they can flag it as urgent if you explain financial hardship.

0 coins

THIS. my claim was delayed 4 extra weeks because my former employer filed their response one day late. one day!!! and i had no idea that was the holdup until i finally got thru on the phone

0 coins

To directly answer your question about why unemployment takes so long in California - EDD processes hundreds of thousands of claims and there are several common choke points: 1) Identity verification backlogs even after ID.me is completed, 2) Employer verification delays, 3) Wage record discrepancies between your reported earnings and what's on file with the state, 4) Random audit flags for fraud detection, 5) Actual adjudication for eligibility questions. For a restaurant industry layoff with no complications, 6 weeks is on the longer end but not unheard of. The most important thing you can do right now is get an actual human at EDD to review your specific claim notes and tell you if there's anything actively blocking it.

0 coins

This is really helpful context thank you. I genuinely didn't know there were that many different ways a claim could get stuck.

0 coins

also want to add that if you filed during a high-volume period like right after a big round of layoffs in your area, processing just takes longer across the board. edd's staffing hasn't always kept up with claim volumes

0 coins

the fraud detection flags are really frustrating bc u did nothing wrong and ur stuck waiting anyway

0 coins

6 weeks with no communication is not okay and you should be more aggressive about getting answers. Have you tried going to your local America's Job Center of California? They sometimes have EDD staff or can at least send a formal inquiry on your behalf. Also have you tried reaching out to your state assembly member's office? They have EDD liaisons specifically for stuck claims and it can move things faster than you'd expect.

0 coins

I didn't know assembly members could help with this! Do I just call their main office number?

0 coins

Yes, call your state assembly member's district office, explain your situation, and ask to speak with their constituent services staff. They deal with EDD issues all the time. Also try the America's Job Center route simultaneously - attack from multiple directions.

0 coins

The assembly member route genuinely works, I've seen it multiple times. They can flag your case as a hardship and EDD tends to prioritize those.

0 coins

Not trying to make you more anxious but have you double-checked that your weekly certifications are being submitted correctly? Sometimes people think they submitted but the session timed out or something and it didn't actually go through. If you have gaps in your certification history that could also be causing issues.

0 coins

Oh god now I'm second-guessing myself. How do I verify they actually went through?

0 coins

Log into UI Online and go to 'Claim History' - you should see each week listed with the certification date. If any weeks show as 'not submitted' you'll want to certify those immediately even if they're past weeks.

0 coins

This is a good point. Missed certifications don't delay an existing claim but they can create gaps in your payment history that become their own problem to sort out later.

0 coins

I waited 9 WEEKS on my last claim before getting any payment and I want you to know you will survive this even though right now it feels impossible. What finally got mine moving was calling EDD at exactly 8:01am on a Tuesday - I read somewhere Tuesday mornings are statistically the lowest call volume day - and I actually got through within 20 minutes. The agent I spoke to found an old phone number on my account that didn't match and that had been flagging my claim for identity review the whole time. One update to my contact info and I had my first payment within a week.

0 coins

9 weeks... I cannot imagine. And that's such a random thing to cause a delay. Makes me wonder what random little thing might be holding mine up.

0 coins

Tuesday morning tip noted!! I've been calling Mondays and getting nowhere

0 coins

I've heard Wednesday mornings are actually better but honestly it probably varies. Early morning right when they open is definitely the move though.

0 coins

Coming back to add - since a few people asked how Claimyr works - from what I understand it connects you to the EDD phone queue without you having to sit on hold yourself. You basically sign up, they handle the queue navigation, and they call you back when an agent is actually available. That's the short version. The full explanation is at claimyr.com and the demo video is at https://youtu.be/JmuwXR7HA10 if anyone wants to see it before committing. For anyone who's been stuck on hold for hours repeatedly, it's worth checking out.

0 coins

ok that actually sounds really useful, the part about them calling you back when an agent is available is the main appeal

0 coins

does it work for all EDD issues or just certain types of claims?

0 coins

From what I can tell it just helps you get through to EDD phone agents - from there you can ask about whatever your specific claim issue is, adjudication, payment status, whatever you need to discuss with them.

0 coins

just gonna say what nobody wants to hear - california edd's phone system is genuinely one of the worst in the country and a lot of these delays exist simply because the system is overwhelmed and underfunded. like even on a 'good' day the hold times are insane. ive been filing claims on and off for years and it doesnt get better. just have to be persistent and document everything

0 coins

Honestly at this point I believe it. I just wish there was more transparency about what's actually happening with individual claims.

0 coins

as someone who deals with EDD from the employer side I can confirm this. the system infrastructure has serious issues and there just aren't enough agents to handle the volume. it's a structural problem not a personal one - your claim isn't being ignored, it's just lost in an enormous queue

0 coins

something nobody mentioned yet - have you checked whether EDD sent any physical mail to your address? Sometimes they send a Notice of Computation or an eligibility questionnaire to your address on file and if you don't respond within the deadline it freezes your claim. Easy to miss if you moved recently or your address changed.

0 coins

My address is correct but I'll go through all my mail more carefully. I never thought about an eligibility questionnaire - what does that look like?

0 coins

It usually comes in a standard white EDD envelope and is titled something like 'Request for Information' or has a form number like DE 1000A. It'll have a deadline date on it. If you get one respond immediately don't wait.

0 coins

Also check your spam folder in the email address you registered with EDD. They sometimes send digital notices and those can get caught by spam filters.

0 coins

my sister just went through this exact thing!! hers was stuck for almost 8 weeks and it turned out her former employer had disputed the claim saying she quit voluntarily when she was actually laid off. she had no idea there was a dispute happening. she ended up having to submit documentation proving it was a layoff - her termination letter, texts with her manager, everything. once she submitted that it went to adjudication review and was approved within 3 weeks after that. just sharing in case your situation might be similar

0 coins

My former employer definitely knows it was a layoff, they're the ones who initiated it. But this is making me realize I should probably gather all my documentation just in case.

0 coins

100% gather everything now. Termination letter, any emails about the layoff, last paystubs, anything that documents the circumstances. Better to have it ready than scramble if they ask.

0 coins

employer disputes are SO common and the claimant is almost never notified that it's happening. it's a huge flaw in the system

0 coins

has anyone tried just DMing EDD on twitter/X? I know it sounds dumb but I've actually seen people say they got responses that way. or leaving a comment on their instagram. desperate times right

0 coins

EDD's social media presence is basically just for announcements they don't really handle individual claims through DMs. wouldn't count on it.

0 coins

tried the twitter thing once got an automated response pointing me back to the phone number. pretty useless for actual claim help

0 coins

lol yeah at this point I'd try anything but I won't hold my breath on the social media route

0 coins

To summarize the most actionable advice in this thread for anyone whose unemployment is taking a long time: 1) Check UI Online carefully for any 'issues' flags on your claim detail page, 2) Verify all your weekly certifications actually submitted correctly in claim history, 3) Check physical mail AND email spam for any EDD requests for information with deadlines, 4) Get an actual EDD agent on the phone to pull up your claim notes - this is the only way to know specifically what's blocking your claim, 5) If you can't get through by phone, try the assembly member constituent services route, 6) Document everything - layoff letters, paystubs, any communication from your employer. Getting an agent on the phone is really the critical step because they can see what you can't see in UI Online.

0 coins

This is such a helpful summary. Saving this comment. The assembly member thing is what I'm going to try first while I keep attempting to get through on the phone.

0 coins

bookmarking this whole thread tbh. so much useful info for when you're stuck in edd limbo

0 coins

wish I had found this thread 3 weeks ago when my claim first got stuck lol

0 coins

for the phone call situation specifically - I literally tried calling edd every day for three weeks and couldn't get through. tried the early morning trick, tried different days, nothing worked consistently. eventually used Claimyr after seeing it mentioned in a forum like this one. genuinely the first time I felt like I had any control over the situation. got connected to an agent who told me my claim had been in adjudication for a wage verification issue the whole time - something that would have taken 2 more months to resolve on its own apparently got escalated once I called in and explained the financial hardship. so getting through on the phone actually matters, it's not just for information

0 coins

The fact that calling in and explaining financial hardship can actually speed things up is really good to know. That's motivation to keep trying to get through.

0 coins

this is true - EDD agents can flag claims for expedited processing when there's documented financial hardship. you have to ask for it though, they won't necessarily do it automatically

0 coins

exactly, and you can only ask if you can actually get through to someone. which is the whole challenge lol

0 coins

ok update on my own situation since im reading this thread obsessively - i finally got through to edd this morning after like 45 redials and the agent told me my claim was flagged because my employer reported my last day as a week later than I did. ONE WEEK difference and my whole claim has been frozen. she's escalating it now and said I should see movement within 5-7 business days. honestly broke down crying on the phone which was embarrassing but also i dont care anymore

0 coins

I'm so happy for you!! And I'm not surprised you cried, this process is genuinely stressful. Hoping mine has a similarly simple explanation.

0 coins

ONE WEEK difference causing that much delay is wild. glad you finally got answers though

0 coins

congrats!! and thank you for sharing this bc it's really illustrating how even tiny discrepancies cause huge delays

0 coins

I've been lurking this thread and want to add - if you're at 6 weeks and in genuine financial hardship, you can also request an emergency payment review. Not all agents will tell you this exists but you can specifically ask for an 'expedited review due to financial hardship' when you get someone on the phone. They'll ask you to verify your situation but it can move things. Also document the date and time of every call you make to EDD and the name of every agent you speak to. This documentation helps if you ever need to escalate or appeal.

0 coins

I had no idea expedited review due to financial hardship was even a thing. Absolutely going to use that specific phrase when I get through.

0 coins

Yes this is real and it works. The magic phrase is essentially exactly what you said - 'expedited review due to financial hardship.' Some agents are better than others about following through but it's worth explicitly requesting.

0 coins

seconding the documentation advice. I keep a spreadsheet with call dates, times, hold times, agent names, and what was said. has been invaluable twice when I needed to reference back

0 coins

not to derail but does anyone know if the job search requirements are still being enforced strictly? I've been doing my 3 employer contacts per week but a friend told me I only need to do 1. Getting conflicting info and I don't want my claim affected

0 coins

The standard requirement in California is 3 job search activities per week unless you're on standby status or in a union hiring hall situation. Do not reduce to 1 - your friend may be thinking of a different situation or outdated info from when requirements were suspended. Keep doing 3.

0 coins

ok thank you!! sticking with 3. didn't want to risk it but good to have confirmation

0 coins

I've been doing 3 per week too. Wasn't sure if that was relevant to my delay but I figured better to stay compliant just in case.

0 coins

Reading this whole thread as someone who just filed their first ever unemployment claim last week and now I'm genuinely terrified lol. Is it normal to be this worried or am I catastrophizing

0 coins

little of both lol. the system IS genuinely frustrating and delays DO happen. but lots of claims also process without any drama. just certify every week, respond to anything EDD sends you immediately, and check UI Online regularly. you'll be ok

0 coins

I don't want to scare you! My situation is on the longer/more complicated end of things. Plenty of people have totally smooth experiences. Just stay on top of your certifications and check your mail/email carefully.

0 coins

first claim anxiety is so real. just stay organized, document everything, and don't ignore any mail from EDD no matter how routine it looks. you've got this

0 coins

UPDATE for everyone following: I took the advice from this thread and called my state assembly member's office this morning. The constituent services person was incredibly kind and said they deal with stuck EDD claims literally every day. They're going to submit a formal inquiry on my behalf. She also confirmed I should call EDD directly and specifically request expedited review due to financial hardship when I get through. Still trying to get through on the phone too - going to try Claimyr at claimyr.com since I've been redial-looping for days. Will update when I have news. Thank you everyone in this thread seriously, I felt so alone with this and now I at least know what I'm dealing with.

0 coins

So glad you're taking action on multiple fronts simultaneously! Assembly member inquiry + phone call + expedited hardship request is exactly the right move. The Claimyr demo video at https://youtu.be/JmuwXR7HA10 helped me understand what to expect before I used it. Rooting for you, please do update us.

0 coins

The assembly member route is what I should have done from the start. So glad you're going that direction. Crossing my fingers for you!!

0 coins

Good luck. For what it's worth, once EDD actually looks at a claim with fresh eyes from an agent or an outside inquiry, these things tend to resolve faster than you'd expect. The delays are usually about claims sitting in a queue unexamined, not about genuinely complicated eligibility issues. Your case sounds straightforward and should move once someone actually looks at it.
