How to claim unemployment benefits in California EDD - step by step help

I just got laid off two weeks ago and honestly have no idea where to even start with filing for unemployment. I've never had to do this before and the whole process feels overwhelming. I work in retail and my store closed the location I was at, so it wasn't a performance issue or anything like that - straight up layoff. I've been googling how to claim unemployment benefits and I keep finding conflicting info about what I actually need to do first. Do I go to a physical office? Do I do everything online? I set up a myEDD account but then it asked me about ID.me verification and I got confused and stopped halfway through. Someone told me I need to certify weekly but I don't even know what that means yet since I haven't even finished my initial application. I have about 3 weeks of savings so this is actually urgent for me. Can someone walk me through the basic steps in the right order? I don't want to mess anything up and cause delays.

Okay deep breath - you can absolutely figure this out. Here's the order of operations for filing a California EDD unemployment claim: 1. Complete your ID.me verification first - this is the step you stopped at and it IS required before anything else works. You'll need a government-issued photo ID and access to your email. It takes maybe 15-20 minutes. 2. Once your identity is verified, finish your initial claim application on UI Online through myEDD. You'll need your employer's information, your last day of work, and your reason for separation. 3. After submitting the initial claim, EDD mails you a Notice of Unemployment Insurance Award (if approved) within about 2-3 weeks usually. 4. While waiting, you'll start certifying for benefits every two weeks through UI Online. This is basically confirming you're still unemployed, that you looked for work, and that you were able and available to work. The job search requirement is active from week one - California requires you to search for work each week even before you get approved. Keep a log of every employer you contact. Don't skip the ID.me step, that's almost certainly what's holding you up.

Thank you this is exactly what I needed. So I should go back and finish the ID.me part even though it seems scary? It was asking to scan my face and I wasn't sure if that was legit.

0 coins

Yes it's completely legitimate - ID.me is the official identity verification service California EDD uses. The facial scan is just to match your face to your ID photo. Millions of people have gone through it. Once it's done you won't have to redo it.

0 coins

the face scan freaked me out too lol but yeah its real, just do it

0 coins

One thing people forget to mention - when you're filling out the initial application, be VERY specific about why you were laid off. 'Store closure' is a valid reason and typically means you qualify without issues. If you write something vague EDD might flag it for adjudication which is basically when they investigate your eligibility before paying anything. That can add weeks to your wait time so be accurate and detailed in that section.

What should I write exactly? Like 'my store location permanently closed' or is there a specific phrasing I should use?

0 coins

Something like 'employer permanently closed the business location where I worked, resulting in a layoff of all employees at that location' works well. Clear, factual, no ambiguity.

0 coins

Adjudication is the WORST. I got stuck in it for 6 weeks over something similar and barely survived financially. Make sure you answer everything clearly like they said.

0 coins

When I first filed I had no clue what I was doing and honestly the thing that helped me most was being able to talk to an actual EDD agent on the phone to ask questions. The problem is getting through - I called for 4 days straight and kept hitting busy signals or getting disconnected after 45 minutes on hold. Someone in another thread mentioned Claimyr (claimyr.com) and I was skeptical but tried it. It basically connects you with an EDD agent without you having to sit on hold for hours. There's a video showing how it works at https://youtu.be/JmuwXR7HA10. For someone brand new to filing like OP, being able to ask an agent directly 'did I do this right' is huge. Especially with the ID.me stuff since some people have verification issues that need to be resolved by phone anyway.

Oh wow I didn't know you could get help like that. I might use that once I finish setting up my account, just to double check everything went through correctly.

0 coins

I was skeptical when someone recommended this to me too but it genuinely works. Talked to an EDD rep in like 20 min when I'd been trying to call for a week.

0 coins

The phone line situation with EDD is genuinely awful, glad there are alternatives

0 coins

wait do you have to do the job search thing immediately?? I thought you had like a waiting period first

0 coins

There is a one-week unpaid waiting period (your first week of unemployment doesn't get paid) but the job search requirement starts from week one. You need to make at least three employer contacts per week and document them. Even during the waiting period.

0 coins

oh no I didn't know that. I filed two weeks ago and haven't been logging anything. am I in trouble??

0 coins

You should start logging immediately going forward. If you haven't certified yet you might be okay but going forward every week needs to be documented. Don't fabricate past entries though - if EDD audits your records that could cause serious problems.

0 coins

The biweekly certification is something people get confused about timing-wise. After you file your initial claim, EDD assigns you a certification schedule - usually either Sunday or Saturday as your start day depending on your Social Security number. Your first certification period covers two weeks and you can't certify until that two-week window closes. UI Online will literally have a button that activates when it's time - before that it either shows nothing or says 'not yet available.' A lot of people think something is wrong when really they just need to wait for their window to open. Also when you certify, answer honestly about any income you earned. If you picked up any gig work or temporary income, report it - EDD calculates a partial benefit amount, it doesn't automatically disqualify you.

0 coins

Kylo Ren

Author

This is super helpful because I was worried about that. I did one day of temp work through an agency last week - so I just report that income when I certify and I still get partial benefits?

0 coins

Exactly. Report the gross earnings (before taxes) for the week you earned them, not when you received the paycheck. EDD reduces your weekly benefit by some of that amount but you still get paid the difference. It's much better than not reporting and getting hit with an overpayment notice later.

0 coins

overpayments are genuinely the worst thing that can happen, report everything accurately

0 coins

im so stressed reading this because I filed like 3 weeks ago and my status still just says 'pending' and I have no idea if I did something wrong or if this is normal??? nobody told me it would take this long

0 coins

' Pending for 3 weeks can be normal but it can also mean your claim is in adjudication without explicitly saying so. Log into UI Online and check 'under Claim' Summary - if there are any issues flagged it should show something there. Also check your physical mail since EDD sometimes sends notices about neededinformation.

0 coins

I checked and there's nothing flagged but also no award letter yet. is there anything I can do or just keep waiting

0 coins

Honestly at 3 weeks with nothing showing I'd try calling EDD directly. This is exactly when Claimyr (claimyr.com) came through for me - my claim was in the same limbo and turns out there was a small issue that the agent fixed in like 5 minutes but I never would have known without getting through to someone.

0 coins

okay I'll try that, I've been too scared to call thinking it would make things worse but I guess I should just check

0 coins

Something nobody mentioned yet - after EDD processes your claim and you get your award letter, you'll receive a Bank of America EDD debit card in the mail. Your benefits get loaded onto that card. Don't throw away any mail from EDD or Bank of America even if it looks like junk mail, the debit card is easy to mistake for promotional mail. Also set up your UI Online account to receive email notifications so you're alerted when certifications are due and when payments are processed. Way easier than constantly logging in to check.

0 coins

Kylo Ren

Good to know about the debit card - I definitely would have thrown that away thinking it was junk mail. Thank you!

0 coins

I made this mistake lol. Thought I wasn't getting paid and it was sitting in an envelope I ignored for two weeks

0 coins

It happens to SO many people. The envelope honestly looks like a credit card offer.

0 coins

The whole system is designed to be confusing I swear. I have a college degree and I still felt like an idiot trying to navigate California EDD when I got laid off. You're not doing anything wrong, it's genuinely poorly designed.

0 coins

Kylo Ren

This actually makes me feel better because I've been blaming myself thinking I'm just not understanding something obvious.

0 coins

Nope it's genuinely confusing. The UI Online portal looks like it was built in 2008 and barely updated. Just take it one step at a time.

0 coins

facts. first time filers should NOT have to figure this out alone

0 coins

One more important thing - California EDD has specific job search requirements for what counts as an 'employer contact.' Just applying online to random jobs technically counts but EDD prefers to see varied contact methods. Their requirements include: - Submitting applications/resumes - Attending job fairs - Interviewing with employers - Creating or updating profiles on job sites - Contacting employers directly about openings You need at least 3 contacts per week. Keep records including the company name, contact method, position applied for, and date. EDD can audit these records at any time - they don't always but the audit risk is real especially for longer claims.

0 coins

does linkedin count? like if I reach out to a recruiter on linkedin

0 coins

Yes, LinkedIn messages to recruiters about specific job openings count as employer contacts. Just document them - screenshot or note the date, company, recruiter name, and what you messaged about.

0 coins

Also if you register with CalJOBS (the state's job search portal) and complete your profile, that counts as employer contacts for a few weeks. Worth doing early.

0 coins

Just want to say I was in basically the exact same situation 4 months ago - first time filing, completely lost, retail layoff. I'm now at month 4 of receiving benefits and looking back the first two weeks of confusion are the worst. Once everything is set up the ongoing weekly certification only takes like 10-15 minutes every two weeks. You're going to be okay. Just tackle the ID.me step today, nothing else. One thing at a time.

0 coins

Kylo Ren

This is so reassuring to hear. I went back and finished the ID.me verification today actually! It worked and now my myEDD shows my identity as verified. Going to finish the initial application tonight.

0 coins

YES! That's the hardest part done honestly. The rest is pretty straightforward compared to that. Good luck!

0 coins

Great progress! After you submit the application write down your confirmation number. EDD will also email you a confirmation but having it written down is good backup.

0 coins

NOBODY talks about the standby status option and I'm mad about it because it would have helped me. If you're temporarily laid off and your employer expects to recall you, you can request standby status which WAIVES the job search requirement. You still certify and collect benefits but you don't have to apply to other jobs while waiting to go back. If your situation is permanent layoff (like OP's store closing) this doesn't apply. But for anyone reading this who got a temporary furlough or seasonal layoff - look into standby before you start applying to random jobs just to fill a quota.

0 coins

This is a good point. Standby also has a limit though - you can only be on it for a certain number of weeks before EDD requires you to actively job search regardless. It's not unlimited.

0 coins

wait I got temporarily laid off and nobody told me about this!! I've been doing job search logs this whole time when I didn't have to??

0 coins

Call EDD and ask about switching to standby status if your employer has given you a return date. It might not be retroactive but going forward you may be able to stop the job search requirement.

0 coins

For anyone struggling to get through to EDD by phone - I know I mentioned Claimyr earlier but it's worth reiterating since this thread has a lot of first-time filers. The regular EDD phone lines are genuinely brutal and it can feel like there's no way to actually talk to a human. Claimyr.com works as an alternative way to reach an EDD agent - you can see how the process works in their demo video at https://youtu.be/JmuwXR7HA10. First time I used it I went from a week of failed call attempts to actually speaking with an agent the same day. For new filers who have questions about whether their application went through correctly or need to resolve ID.me issues, it's the fastest way to get real answers.

0 coins

Update: I tried Claimyr yesterday and spoke to an EDD rep today. Turns out my claim had a small employment verification issue that would have delayed things by weeks. The agent fixed it while we were on the phone. So glad I didn't just keep waiting.

Oh this is good to know in case I run into issues after submitting my application. Bookmarking that link.

The fact that you need a third party service just to reach a government agency is kind of infuriating but also... glad it exists I guess

0 coins

quick question - if I was fired for attendance issues, can I still get unemployment in California? asking for a friend but also for me

0 coins

It depends on the circumstances. In California, being fired for misconduct can disqualify you from UI benefits - but 'misconduct' has a specific legal definition. Attendance issues due to medical reasons, family emergencies, or situations outside your control often don't meet the legal threshold for misconduct. If EDD issues a disqualification, you have the right to appeal within 30 days of the notice date. Many people successfully appeal attendance-related disqualifications by providing context.

0 coins

What if the attendance was partly because my car broke down and I couldn't get to work? That's not really my fault right

0 coins

That's exactly the kind of context that can make the difference in an appeal. Document everything you can - repair invoices, dates of absences, any communication with your employer about the situation. If you get disqualified, appeal immediately and bring all that documentation.

0 coins

The myEDD portal also has a message center where you can send written inquiries to EDD instead of calling. Response times are slow (sometimes 2-3 weeks) but it creates a written record of your questions and their responses, which can be useful if there's ever a dispute about your claim later. For non-urgent questions it's worth using over calling.

0 coins

Kylo Ren

Author

I didn't know about the message center! That might be good for smaller questions so I don't have to try to call every time.

0 coins

Just be warned their written responses are sometimes vague or automated-sounding. For anything that actually matters (status of pending claims, resolving adjudication) calling is still faster even though it's painful.

0 coins

True, the message center has limits. I'd say use it for documentation purposes and informational questions, call for anything time-sensitive.

0 coins

does EDD ever reject claims without telling you? like just silently deny it? because my roommate filed 5 weeks ago and has heard literally nothing

0 coins

EDD is required to send you a Notice of Determination if they deny or disqualify your claim - it comes by mail. The problem is some people don't receive it because of address issues, or they receive it and don't recognize what it is. For a 5-week wait with no communication, I'd strongly recommend your roommate call EDD or use a service like Claimyr to reach an agent. 5 weeks with nothing - no award letter, no denial, no mail - suggests something is stuck in the system that needs a human to look at it.

0 coins

yeah I told them to call but they keep putting it off because of anxiety about it. I'll show them this

0 coins

5 weeks is beyond normal processing time even for complicated claims. Something needs to be checked on. The longer they wait the more potential benefit weeks could be lost.

0 coins

Also for OP and anyone else new to this - screenshot and save EVERYTHING. Every time you certify, take a screenshot. Every time you submit something, take a screenshot of the confirmation page. I had an issue a few months in where EDD said I hadn't submitted a certification that I definitely had, and having my screenshots meant I could show exactly what happened and when. Saved me from losing two weeks of benefits.

0 coins

Kylo Ren

Author

Screenshot everything, got it. This is such practical advice.

0 coins

this is good advice for literally everything government related honestly

0 coins

Especially EDD lol. Their system has glitches and documentation protects you.

0 coins

how long does it usually take to get your first payment after you file? like what's the realistic timeline

0 coins

Realistically: 3-5 weeks from initial filing to first payment if your claim is straightforward with no issues. That breaks down roughly as: 1-2 weeks for initial processing and award letter, then your first certification period (2 weeks), then 3-5 business days for payment after certification. If your claim goes into adjudication (EDD needs to investigate eligibility), add 4-8 weeks potentially. This is why it's so important to be detailed and accurate on the initial application.

0 coins

Kylo Ren

Author

3-5 weeks is actually better than I feared. I have about 3 weeks of savings so I need to start being more careful with money now but it's manageable.

0 coins

Also - and I can't stress this enough - certify on time every two weeks. If you miss your certification window your claim can lapse and you'd have to reopen it, which adds more delays.

0 coins

Going back to the ID.me thing OP mentioned - some people have a really hard time with the facial recognition part especially if their ID photo doesn't match their current appearance (gained weight, changed hair, different glasses, etc.). If the automated verification fails you can request a video call with an ID.me agent who manually verifies you. That option isn't obvious but it exists.

0 coins

Kylo Ren

Author

Good to know! Mine actually went through fine but I know my friend had trouble with it - I'll tell her about the video call option.

0 coins

The video call option through ID.me is actually pretty quick - usually same day. Much better than being stuck in a loop trying to get the automated scan to work.

0 coins

I want to be real with you about something - even when everything goes perfectly, the EDD system is going to stress you out at some point. Payments will sometimes be delayed with no explanation. Your claim status will say something alarming. You'll fail to get through on the phone for days. This is unfortunately just normal with California EDD. The things that help: maintain your job search logs obsessively, certify exactly on schedule, and know that you DO have rights including the right to appeal almost any decision they make. Don't let the bureaucratic chaos make you give up on benefits you're entitled to.

0 coins

Kylo Ren

Author

This is both alarming and reassuring? Like at least I know to expect some chaos and not assume everything is wrong when something weird happens.

0 coins

Accurate description honestly. It gets less stressful once you understand the rhythms of the system but the first few months are a lot.

0 coins

EDD has gotten better but yeah it's still EDD lol

0 coins

Last practical tip: your maximum benefit period in California is 26 weeks (about 6 months) of regular UI benefits. After that, if you haven't found work, extended benefits may or may not be available depending on California's unemployment rate at the time. Start your job search in earnest from the beginning - not just to meet EDD's weekly requirement but because 6 months goes faster than you think. The certification and benefits give you runway to find the RIGHT job, not an excuse to delay looking.

0 coins

Kylo Ren

Author

Yeah I definitely want to find something new as soon as possible. The retail industry has a lot of openings so I'm hoping it won't take long.

0 coins

Also worth knowing: if you accept a part-time job while still job searching for full-time work, you can potentially keep collecting partial unemployment benefits as long as your earnings don't exceed your weekly benefit amount. You don't have to turn down any work while collecting UI.

0 coins

Kylo Ren

Author

Wait that's actually really helpful because I was worried about taking any work thinking it would mess up my claim. This whole thread has been incredibly valuable, thank you all.
