EDD vs. Appeals Board - address changes must be updated in BOTH systems!

So frustrated right now! Just went through a whole appeal process and almost missed my hearing because I didn't realize EDD and the Appeals Board don't share address information. I moved a month ago and dutifully updated my address with EDD through my UI Online account. I honestly thought that would update my info everywhere in the system. NOPE! Turns out the Appeals Board has a completely separate database. My hearing notice was sent to my old address and I only found out by chance when my old neighbor texted me. Had to rush to call the Appeals office to confirm the hearing date and update my contact info with them separately. Just posting this as a warning to anyone going through appeals - make sure you update your address with BOTH offices! Don't assume EDD passes that info along to Appeals.

That's terrible! Was he able to get it rescheduled? I barely made it to mine in time.

This is a really important point that most people don't realize. The Appeals Board operates as a separate entity from EDD, and they maintain their own records system. Whenever you have an appeal pending, you need to notify both EDD AND the Appeals Board separately about any address changes. The same applies to phone numbers and email addresses. They don't share this information between departments. For anyone reading this: when you file an appeal, immediately call the Appeals office at the number on your Notice of Appeal and verify they have your current contact information. Don't wait for them to contact you!

Do u have to notify them even if u do everything online? I thought the computer systems would talk to each other but i guess not??

Yes, absolutely. Even if you manage your regular EDD account online, the Appeals Board uses a completely separate system. You need to contact them directly by phone or mail to update your information. There's currently no online system for managing Appeals Board contact information.

It's RIDICULOUS how these government agencies can't get their systems to communicate with each other! We're in 2025 for crying out loud, and they still can't share a simple address change?? This is exactly why so many people get denied benefits - the bureaucracy is DESIGNED to make you fail. I bet they count on people missing hearings so they can deny claims without even having to listen to your side. My cousin works for the state (not EDD) and says all their computer systems are from like 1995.

You think thats bad, try dealing with the disability department! I applied for SDI after my UI ran out when I got sick and they sent all my paperwork to an address I lived at 5 years ago even though EDD had my current address. Makes no sense at all.

I had a similar issue with my appeal last year. After trying for weeks to get through to the Appeals Board to update my address, I discovered Claimyr (claimyr.com) which got me connected to an actual EDD representative in under 25 minutes. The rep was able to connect me directly to the Appeals office to update my information. They have a video showing how it works: https://youtu.be/JmuwXR7HA10?si=TSwYbu_GOwYzt9km The service really saved me since I had already missed one notice and was worried about missing more important documents. The EDD rep I spoke with was actually the one who explained that the Appeals Board has a completely separate system from regular EDD.

Thanks for the tip! I spent 2 hours on hold before getting through to Appeals. Will definitely keep this in mind if I have any more issues.

Okay I'm confused. If I updated my address on UI Online last week but I also have an overpayment appeal pending, do I need to do something else? I thought UI Online was the main EDD system?? Where do I find the contact info for this Appeals Board?

Yes, you need to contact the Appeals Board separately. The contact information should be on your appeal acknowledgment letter or any other correspondence you've received from them. Usually, it's the CUIAB (California Unemployment Insurance Appeals Board) office in your region. If you can't find it, call the main EDD number and ask specifically for the Appeals Board contact information for your region.

ID.me is a separate verification service, but for most EDD purposes, updating your address with EDD should be sufficient for identity verification. The main separation is between EDD and the Appeals Board. However, it never hurts to keep your ID.me information current as well.

i had the exact opposite problem! i updated my address with appeals but forgot to update it with regular EDD and my certification forms went to my old address. ended up getting my benefits delayed for 3 weeks because of this! its crazy they dont share this info between departments. the lady at EDD told me they're "separate entities" whatever that means

Separate" entities is just government-speak "for our systems are outdated and'we re too lazy to fix"them !🙄

Thanks everyone for all the helpful comments! Just to follow up - I was able to have my hearing (thankfully), and I learned they also have separate phone numbers and email systems. So if you updated any contact info at all, make sure to tell BOTH offices. My appeal was approved, btw! Such a relief after all this stress.
