EDD sent letter saying my regular certification created new claim - still have active claim until August
I'm so confused about what just happened with my partial unemployment. I've been working part-time at a small retail shop (about 20-25 hours weekly) since October and have been receiving partial UI benefits. My benefit year is supposed to run until August 2025, but yesterday I got this bizarre letter from EDD stating I filed a NEW claim effective 3/10/2025! I literally just did my normal bi-weekly certification like always - nothing different at all. The letter specifically says 'You have filed a new Unemployment Insurance claim...' and has a whole breakdown of my weekly benefit amount ($380) and calculated base period like I'm starting fresh. Has anyone else experienced this weird glitch where EDD mistakenly converts your regular certification into a new claim application? My current claim still has about $4,800 remaining balance when I check UI Online. I'm worried they'll close my existing claim or that this will mess up my payments. Should I call them? Wait it out? I'm completely baffled by this.

This sounds like the 'phantom claim' issue that's been happening lately in the system. What likely happened is that something in your certification triggered the system to think you were filing a new claim. It usually occurs if you entered different employer information or answered certain eligibility questions differently than before. Don't panic! Your original claim should still be active through August as you mentioned. But you should definitely contact EDD to clarify the situation before your next certification period. Otherwise, the system might get confused about which claim to pay you under.

•Thank you! That's really helpful to know it's an actual known issue. I swear I filled everything out exactly the same as always, but maybe I clicked something wrong without realizing. Do you think I need to do anything before my next certification date (which is this Sunday)?

•Oh no! That's exactly what I'm afraid of - being stuck in limbo for weeks! Did you keep certifying during those 3 weeks? And how did you finally get it resolved?

I experienced this exact issue back in January. What's happening is there's a glitch in the UI Online system where if you have partial employment and report certain earnings thresholds, it can sometimes trigger a new claim filing in the system. Here's what you need to do: 1. Continue certifying as normal on your ORIGINAL claim timeline 2. Contact EDD immediately to cancel the erroneous new claim 3. Ask them to issue an official notice of correction 4. Document everything (take screenshots of your UI Online account showing your original claim is active) If you don't address this, you might end up with payment delays or, worse, they may try to establish a new benefit year with a different weekly amount based on more recent quarters.

•Thank you for the detailed advice! This is extremely helpful. I'll definitely start gathering screenshots right now. Did your payments get interrupted during this process?

I've been dealing with EDD issues for years, and this phantom claim situation is more common than you'd think. The system is STILL glitchy despite all their "upgrades". The worst part is trying to get through to an actual human who understands what's happening. I spent 4 DAYS calling non-stop before finally getting someone who could help with my similar issue. Try using Claimyr (claimyr.com) - they got me through to an EDD agent in about 20 minutes after I'd been trying for days. They have a video showing how it works here: https://youtu.be/JmuwXR7HA10?si=TSwYbu_GOwYzt9km Worth it to avoid the endless busy signals and disconnects. The agent was able to cancel my erroneous claim and note my account so my correct claim stayed active.

•Thank you! I just tried calling the regular number and couldn't get through at all. I'll check out that service because I really need to get this fixed before my next certification.

•Yes, EDD implemented another backend system update on March 5th that's been causing these kinds of issues. They didn't announce it widely, but it was mentioned in their technical bulletin to stakeholders. Several claim processing functions were affected, particularly for partial employment claims.

Does anyone know if this phantom claim thing affects your benefit amount? Like will they accidentally pay you from both claims or stop paying the original one? So confusing!!!!

•Great question! They won't pay you from both claims simultaneously - the system prevents dual payments. The danger is that they might start paying you from the wrong claim (the new one), which could have a different weekly benefit amount based on more recent quarters. Or worse, payments might pause entirely while they sort out which claim is valid. That's why it's crucial to contact them ASAP to clarify which claim should be active.

I work for a non-profit that helps people with EDD issues, and we're seeing this problem a lot lately. It seems to be happening specifically with partial unemployment claims where the reported earnings fluctuate. The EDD system incorrectly interprets certain patterns of earnings as indicating a job loss and automatically generates a new claim. Make sure when you call that you specifically request to speak with a Tier 2 specialist who can access the claims processing system. Regular representatives often can't see or fix this particular glitch. And don't certify for the new claim - only continue certifying for your original claim.

•Thank you so much for this insider perspective! My hours do fluctuate week to week at my retail job, so that makes sense. I'll definitely ask for a Tier 2 specialist when I call. And I'll be super careful about continuing to certify on my original claim only.

wait wait wait - is thisthe same as when they do that auto refile thing at the end of ur benefit year?? cuz that's different i think???

•No, this is different from the end-of-benefit-year auto-refiling. What the original poster is describing is a mid-claim error where the system incorrectly treats a regular bi-weekly certification as a new claim application. The automatic refiling typically only happens at the end of your benefit year (after 12 months), and EDD will notify you in advance that it's coming up.

UPDATE: I finally got through to EDD this morning! The rep confirmed it was indeed a system error where my certification triggered an automatic new claim. She said it's happening because of recent changes to how they process partial unemployment claims. She removed the erroneous new claim from my account and noted that my original claim should continue until August. She said my payment for this week might be delayed by 1-2 days while the system updates, but otherwise everything should continue normally. Thanks everyone for your help and advice! This forum saved me so much stress.

•Great news! Glad you got it resolved quickly. Be sure to keep an eye on your UI Online account for the next few weeks just to make sure everything stays on track. Sometimes these system issues can resurface after a few certification periods.

So glad you got this resolved! I'm actually dealing with something similar right now - got a letter about a "new claim" even though I've been on partial UI for months. Your experience gives me hope that it can be fixed quickly once you get through to the right person. For anyone else facing this issue, it sounds like the key takeaways are: 1) Don't panic, it's a known system glitch, 2) Keep certifying on your original claim only, 3) Call ASAP and ask for a Tier 2 specialist, and 4) Document everything with screenshots. Thanks for sharing your resolution - this thread is going to help so many people!

•This is such a helpful summary! I'm bookmarking this thread because I have a feeling this issue is going to keep happening to more people. One thing I'd add - when you call EDD, try to get the reference number or case number for when they remove the erroneous claim from your account. That way if the glitch happens again (which seems possible given how buggy their system is), you'll have documentation that this was already addressed before.
