EDD selective conditional payments - only paid 1 week out of 3 pending weeks while waiting for eligibility interview
Hi everyone, I'm so confused about these conditional payments EDD is supposedly doing now. My husband has been laid off from his construction job and applied for unemployment 5 weeks ago. He received a message that they'd be issuing conditional payments while he waits for his eligibility interview (no date scheduled yet). The weird thing is they only paid him for the week ending 3/8, but the weeks ending 3/15 and 3/22 are still showing as pending. I thought conditional payments were supposed to cover all pending weeks? It's so frustrating because we're counting on that money for our mortgage. Has anyone else experienced EDD only releasing some pending weeks as conditional payments but not others? Do the other weeks get automatically paid once they've been pending for a certain amount of time (like 2 weeks)? Any insights would be really helpful because EDD's website doesn't explain this clearly at all.

Yes, EDD's conditional payment system is working somewhat strangely right now. From what I've seen, they're not automatically releasing all pending weeks - they seem to be doing it in batches. The weeks have to be pending for at least 2 weeks before they'll consider them for conditional payment, but even then it's not guaranteed. My experience was similar - they paid 2 weeks conditionally but left 1 pending, then released that one about 10 days later.

•Thanks for explaining! So we might just need to wait a bit longer for the other weeks? It's so stressful not knowing when money will come in.

same thing happened to my cousin!! EDD is being weird about releasing payments even tho they SAY they do conditional now. its like they pick and choose what weeks to pay and when. so annoying

•It IS annoying! Did your cousin ever get all their weeks paid eventually?

EDD conditional payments are processed based on several factors. First, all weeks must have completed certifications with no issues flagged. Second, the weeks generally need to be pending for at least 14 days before being considered for conditional payment. Third, there's a review process where they assess risk factors for each specific claim. What likely happened in your husband's case is that his first week met all criteria for conditional payment, while the newer weeks haven't reached the 14-day threshold yet or were flagged for some reason during certification. Keep an eye on your payment history in UI Online - typically additional weeks will process automatically once they've been pending long enough and pass their internal review. Also, make sure he answered all certification questions consistently. Sometimes even small discrepancies can delay conditional payments.

•Thank you for this detailed explanation! He definitely certified all weeks the same way, so maybe it is just the timing. I'll watch for the newer weeks to hit that 14-day mark and see if they process automatically.

my BFF had same issue last month and she called them and they fixed it right away!!! the lady told her it was a glitchy thing in their system that sometimes holds back some weeks but not others. maybe try calling???

•I've been trying to call for days but can't get through. It's so frustrating! Always get the message about too many callers.

I had a really similar situation back in January. I was pending for 5 weeks, then they suddenly released 2 weeks as conditional payments but kept 3 pending. I tried calling over 50 times and couldn't get through. I finally used Claimyr (claimyr.com) to get connected to an EDD rep - they have this system that basically waits on hold for you and calls when they get an agent. The rep was able to manually release my other conditional payments. You can see how it works here: https://youtu.be/JmuwXR7HA10?si=TSwYbu_GOwYzt9km Might be worth it if you need those payments asap rather than waiting for the system to maybe get around to it.

•Thanks for the suggestion! I'll check it out. At this point I'm willing to try anything to get this resolved faster.

The whole conditional payment system is a JOKE. EDD just dangling carrots to make it look like they're helping people. They'll make ONE payment to shut you up while holding back the rest. Been dealing with these clowns for MONTHS and they STILL owe me back payments from LAST YEAR. It's not about 14 days or any other made-up rule - it's about them holding onto YOUR MONEY as long as possible!!! Don't expect consistency from a broken system that doesn't even follow its own rules.

•While the system definitely has problems, conditional payments ARE actually helping many people get at least some money while waiting for interviews. The 14-day guideline is real - it's in their official policy documents. Not everything is a conspiracy.

•Oh PLEASE. Show me WHERE on their website they clearly state this 14-day policy for conditional payments! They make up the rules as they go and none of their reps even give the same answers. I've been told everything from 7 days to 30 days depending on who answers the phone. NOTHING is consistent with EDD!

wait i thought conditional payments were automatic for everyone? my claim had conditional payments for all weeks right away. didn't even have to wait 14 days. but maybe cuz mine was a regular layoff not a quit or fired situation? what was ur husbands separation reason?

•His was a layoff too - construction work dried up so they let several people go. That's what's so confusing! Maybe they're just inconsistent in how they apply these policies.

•super weird then! maybe its about how long hes worked there or other stuff on his application. edd is so random sometimes

Just to clarify some confusion in this thread: Conditional payments are NOT automatic for all claims. They're specifically for claims pending eligibility determinations that require interviews. The 14-day guideline is internal (not published on their website) but is the general timeframe they use before considering a week for conditional payment. For construction layoffs, they sometimes review the employer's response more carefully to verify it's truly lack of work and not a performance-related separation that was called a "layoff." This could explain why only one week was processed initially. If it's been over 14 days for all pending weeks, I would recommend trying to speak with a representative. The weeks should process automatically, but sometimes there are technical issues that prevent this.

•Thank you for this clarification! It's been exactly 14 days for one of the pending weeks now, so I'll give it a couple more days and then try to reach a representative if nothing changes.

sometimes the money network card delays showing payments too!! did u check if maybe they sent the money but it hasnt hit the card? or do u have direct deposit?

•We're on direct deposit, and I've checked both the payment history in UI Online and our bank account. Only the one week has been paid so far.

Based on everything in this thread, I think the most likely explanation is that EDD is processing conditional payments in batches, and your husband's other weeks should be coming soon. The 14-day guideline that others mentioned seems to be the key factor. I'd recommend: 1. Wait until both pending weeks have been pending for at least 14 days 2. If they don't switch to paid status within 2-3 days after that point, try to contact EDD 3. Make sure all certifications are completed with consistent answers 4. Check that there are no new messages or alerts in the UI Online account that might explain the delay In my experience, most conditional payments do process automatically, but sometimes they need a manual push from a representative.

•Thanks for this clear plan of action! We'll follow these steps and hopefully see some movement soon. I'll update here if anything changes in case it helps others in the same situation.

I'm going through something very similar right now! Filed 4 weeks ago after being laid off from my retail job, and EDD said they'd do conditional payments while I wait for my eligibility interview. They paid me for 2 weeks but left 1 week pending with no explanation. It's been 16 days on that pending week now and still nothing. Reading through this thread makes me feel less alone - it seems like EDD's conditional payment system is just really inconsistent right now. I'm going to try some of the suggestions here like checking for any missed messages and maybe using that Claimyr service if I can't get through by phone. Thanks everyone for sharing your experiences!
