EDD Money Network card declining at stores but works at ATMs - anyone else?

I've been having the weirdest issue with my EDD Money Network card for the past week. Every time I try to use it to buy groceries or at Target it gets declined, but when I go to an ATM I can withdraw cash no problem. I called the Money Network number on the back of the card twice and was told there are no blocks or holds on my account. My balance shows plenty of funds available in the app. Has anyone else experienced this? Is there some setting I need to change or is the whole Money Network system glitching again? Really frustrating to stand in checkout lines just to have the card declined and then have to run to an ATM to get cash.

ya same thing was happening to me last month. so annoying! had to get cash from atm every time. call Money Network and specifically ask them to enable POS purchases. for some reason new cards sometimes have store purchases blocked but atm works. they fixed mine in like 2 minutes once i finally got thru to them

Thanks! I'll try calling again and specifically ask about POS purchases being enabled. The first two reps didn't mention anything like that. Did you have to wait on hold forever to get through?

This is a common issue with the Money Network cards. There are a few possible reasons: 1. Your PIN might not be working for POS (Point of Sale) transactions even though it works at ATMs 2. The merchant category code might be restricted on your card 3. The card might need to be activated specifically for retail purchases Call Money Network customer service at 1-866-320-8699 and specifically tell them you need to enable retail/POS transactions. When you're on the phone, also ask them to check if there are any merchant restrictions on your account. Sometimes they limit new cards to prevent fraud.

Thank you for the detailed explanation! I didn't realize there were different settings for ATM vs retail purchases. Will call them tomorrow morning and specifically mention the POS transactions.

I actually tried both ways - as credit AND debit. Neither worked, but I'll try the credit option again after I call customer service to see if they can fix whatever setting is wrong.

THE WHOLE EDD MONEY NETWORK SYSTEM IS GARBAGE!!! I've had nothing but problems since they switched from BofA!!! My card randomly gets declined too, and when I call their customer service its ALWAYS at least an hour wait!!! And half the time they can't even fix the problem! I've started just withdrawing all my money as soon as it hits my card and putting it in my regular bank account. The Money Network app is also terrible and crashes constantly. I miss the old BofA cards that actually WORKED!!!

I understand your frustration with the Money Network cards. One thing that might help is to set up direct deposit instead of using the card. You can do this through your UI Online account under "Payment Preferences." That way you don't have to deal with the card system at all, and your benefits go straight to your regular bank account automatically.

actually i think i know whats happening. does ur card say visa or mastercard on it? my first card was visa and had tons of problems with declines. EDD sent me a replacement that was mastercard and it works everywhere now

Mine is a Visa! That's interesting - I didn't know they had different types. I'll ask about that when I call customer service tomorrow. Thanks for the tip!

When I had this exact problem last year, I spent HOURS trying to get through to Money Network with no luck. After trying for days, I finally used Claimyr (claimyr.com) to help me reach an actual Money Network representative. They got me connected in about 20 mins when I couldn't get through for days on my own. The rep told me my card had a merchant restriction that needed to be removed. They have a video showing how it works: https://youtu.be/JmuwXR7HA10?si=TSwYbu_GOwYzt9km It saved my sanity after dealing with this frustrating issue for over a week.

Thanks for the suggestion! If I can't get through tomorrow I might try this. It's ridiculous how hard it is to reach someone when there's a problem with our benefits.

did u activate ur card? somtimes u think its activated but its not really

Yeah, it's definitely activated since I can use it at the ATM to withdraw cash. Just won't work for purchases. So strange!

Here's what's likely happening: The Money Network cards have separate authorization systems for ATM withdrawals versus retail purchases. This is actually a security feature, not a bug. When you call customer service, specifically ask them to: 1. Verify your card is set up for POS/retail purchases 2. Check if there are any daily spending limits that might be lower than your ATM withdrawal limits 3. Confirm your card isn't set to "ATM only" mode Also, if you're having trouble reaching Money Network customer service, remember you can also contact EDD directly at 1-800-300-5616 and ask them to escalate the issue with Money Network on your behalf.

GOOD LUCK getting through to EDD on that number!!!! I've tried calling at least 50 times in the past month and NEVER got through to anyone!!! Either "too many callers" message or 3+ hour wait times. The whole system is designed to make it impossible to get help!!!

Thank you for this detailed explanation! I'll definitely ask about all three things when I call tomorrow. The "ATM only" mode might be exactly what's happening. Really appreciate everyone's help with this!

Just to follow up on this - I had a similar issue last month. After speaking with Money Network, I found out my card had a security flag on it because I had tried to use it at several different stores in one day (grocery shopping, Target, and gas station). The system flagged it as potential fraud and restricted retail purchases but left ATM access active. They removed the flag and it worked fine after that. It might be worth asking if there's a security flag on your account.

That makes a lot of sense! I did try to use it at multiple places on the same day when it first started declining. I'll specifically ask about security flags too. Thanks for sharing your experience!

I had this exact same problem a few months ago! What worked for me was calling Money Network and asking them to reset my card's merchant settings. Apparently sometimes the card gets stuck in a weird state where it thinks every store transaction is suspicious. The rep had me verify some personal info and then "refreshed" my account settings. She said to wait 2-4 hours before trying to use it at stores again. Sure enough, after waiting about 3 hours it started working perfectly everywhere. The whole call took maybe 10 minutes once I got through. Definitely mention that ATM works fine but stores don't - that seems to be a specific issue they know how to fix quickly.

I had this exact same issue about 2 months ago and it drove me crazy! What finally worked was calling Money Network (1-866-320-8699) and specifically asking them to "enable merchant transactions" on my card. The rep told me that new EDD cards sometimes have retail purchases automatically disabled as a fraud prevention measure, but ATM withdrawals stay active. Once they flipped that setting, I could use my card everywhere again. Pro tip: call early in the morning (like 8 AM) to avoid the crazy wait times. Also, if the first rep you talk to doesn't know what you're talking about, politely ask to speak to someone in their technical support department - they seem to understand the card settings better than regular customer service.

This is super helpful! I'm definitely going to call first thing tomorrow morning at 8 AM and ask specifically for "merchant transactions" to be enabled. The technical support tip is great too - I'll ask to be transferred if the first person doesn't know what I'm talking about. Really appreciate you sharing the exact phrase to use and the calling strategy!

I just went through this exact same thing last week! My EDD Money Network card was working fine at ATMs but getting declined everywhere else - grocery stores, gas stations, you name it. After reading through all these helpful comments, I called Money Network and specifically asked them to "enable POS transactions" and check for any merchant restrictions. Turns out my card was somehow set to "ATM only" mode. The rep fixed it in about 5 minutes and told me to wait a few hours before trying to use it at stores again. Sure enough, it worked perfectly after that! Definitely call early in the morning to avoid the long wait times. Thanks to everyone who shared their experiences - it really helped me know exactly what to ask for when I called!

So glad you got it sorted out! This thread has been a lifesaver - I never would have known to ask specifically about "POS transactions" or "ATM only" mode without everyone's input. It's crazy how common this issue seems to be with the Money Network cards. Definitely going to bookmark this conversation in case I run into problems again in the future. Thanks for following up with your success story!

This happened to me too about 6 months ago! Super frustrating when you're standing in line at checkout. What worked for me was calling Money Network and telling them I needed to "unlock retail purchases" on my card. The rep explained that sometimes new cards get automatically restricted to ATM-only for security reasons, especially if there's been any unusual activity detected. She had me verify my identity and then enabled all merchant categories on my account. The whole process took maybe 15 minutes once I got through to someone. One thing that helped me get connected faster was using their automated callback feature instead of waiting on hold - you can request a callback through their website or by pressing a certain number when you call (I think it's option 3 but double check). They called me back within about an hour instead of me having to sit on hold forever. Hope this helps!

Thanks for mentioning the callback feature! I had no idea that was an option. That would definitely be better than sitting on hold for hours. I'll try calling tomorrow morning and if the wait is too long, I'll look for that callback option on their website. Really appreciate everyone sharing their specific experiences - it's making me feel much more confident about getting this resolved. The fact that so many people have had the exact same "ATM works but stores don't" issue makes me think this is definitely a known problem they should be able to fix quickly once I get through to them.

I work in banking and see this issue pretty frequently with prepaid debit cards like the Money Network cards. What's happening is likely that your card has different authorization settings for different transaction types. ATM withdrawals use a different processing network than point-of-sale (POS) purchases at merchants. When you call Money Network tomorrow, here's exactly what to say: "My card works at ATMs but is declining at all retail locations. Please check if my card is restricted to ATM-only transactions and enable full POS/merchant purchases." Also ask them to verify there are no daily spending limits that might be different for retail vs ATM transactions. This is almost always a quick fix once you get the right person on the phone who knows how to toggle those settings. The early morning call strategy others mentioned is spot on - 8-9 AM tends to have the shortest wait times. Good luck!

This is incredibly helpful coming from someone who works in banking! I really appreciate you breaking down the technical side of why this happens with the different processing networks. I'm going to write down exactly what you said to tell them: "My card works at ATMs but is declining at all retail locations. Please check if my card is restricted to ATM-only transactions and enable full POS/merchant purchases." Having that professional language will probably get me better results than just saying "my card doesn't work at stores." I'll definitely call at 8 AM sharp tomorrow. Thank you so much for the insider knowledge!

I've been dealing with this exact same issue for the past two weeks! My Money Network card works perfectly at ATMs but gets declined everywhere else - Target, Safeway, gas stations, you name it. Reading through all these comments has been so helpful because I had no idea this was such a common problem. I called Money Network twice already but clearly didn't ask the right questions. Tomorrow I'm going to call at 8 AM sharp and specifically ask them to "enable POS transactions" and check if my card is stuck in "ATM only" mode. It's so frustrating having to withdraw cash every time I need to buy anything, especially when the app shows I have plenty of funds available. Thanks to everyone who shared their experiences and the exact phrases to use when calling - this thread is a goldmine of information!

I'm so glad I found this thread! I'm new to the EDD system and just got my Money Network card last week. I haven't tried using it at stores yet, but now I'm wondering if I should test it out first before I really need it. Based on everyone's experiences here, it sounds like I should probably call Money Network proactively to make sure POS transactions are enabled on my card before I run into this problem at checkout. Better to spend time on hold now than deal with the embarrassment of a declined card when I'm trying to buy groceries! Has anyone had success getting this fixed preemptively, or do you have to wait until the problem actually happens?
