EDD: Can't reopen unemployment or certify online. Help!

Hey everyone, I'm having trouble reopening my unemployment claim and certifying online. I got a letter from EDD but I can't seem to figure out how to certify on the website. Has anyone else had this problem? Any advice on what I should do when I finally get through to them on the phone?

I found a method to get someone on the phone. I used this site's (claimyr.com) calling tool that dials the phone menu, stays on hold, waits for a live agent to pick up, then sends the call to my phone. It does cost $20, but it works. Here's a video about it: https://youtu.be/0UZGuPWGErg
