I kept a log and the average successful call (getting to an agent) took 73 redial attempts and 1 hour 52 minutes on hold. That's 4+ hours total time investment per resolved issue.
Pretty much. And that's assuming the call doesn't drop. Factor in dropped calls and it's even worse.
This is exactly why calling services like Claimyr exist. The math just doesn't work for manual calling.
Update: tried calling the SF EDD office directly by googling their address and calling that number. It just redirects to the main 800 line. There really is no direct path anymore.
If you're going to keep trying manually, at least use speakerphone and do other things while redialing. Don't just sit there holding your phone for hours - that's torture.
Final update: After reading this thread, I signed up for Claimyr this morning and got my callback 37 minutes later. Problem solved, claim fixed. Should have done this weeks ago instead of the manual calling nightmare.
EDD callbacks are like winning the lottery - theoretically possible but don't count on it. Be proactive and call directly or use a service.
I understand the skepticism but after wasting weeks waiting, sometimes paying for efficiency makes sense. Claimyr worked for me.
Bottom line: EDD callback system is broken. Cancel your request and either call manually starting at 8am or use an auto-dialer. Don't waste more time waiting.
Pro tip: if you're on a limited phone plan, calling EDD will destroy your minutes. I went over my plan three times before I realized how much I was calling.
UPDATE: Just tried Claimyr based on recommendations here. Got a callback in 32 minutes with an actual human agent. Solved my issue in 10 minutes. Wish I'd done this weeks ago instead of the manual calling torture.

The telephone number to EDD works on a first-come-first-served basis, but there are only like 50 spots in the hold queue. Once it's full, everyone gets the busy message.

Final tip for the telephone number to EDD: If you hear hold music, DO NOT hang up even if it's been 2+ hours. That call is gold and you might not get another chance for days.
