PFL claim error: Can't file new claim for maternity leave after previous PFL claim - EDD system issue

Hey everyone, I'm having trouble filing a new claim for paid family leave. I successfully filed one before, but now that I'm on maternity leave, the system won't let me file again. It's saying there's already an account or something. Has anyone else run into this? Any advice on how to get this sorted out?

I found a way to get someone on the phone without the endless wait. I used this site's (claimyr.com) calling tool that dials the phone menu, stays on hold, waits for a live agent to pick up, then sends the call to my phone. It does cost $20, but it works.
