Have you considered filing a formal complaint? Sometimes that can light a fire under them to get things moving.
You can usually file on the agency's website or through your state's labor department. Just google '[your state] unemployment complaint' and it should come up.
This is why we need serious reform in the unemployment system. It's failing the people who need it most. Anyone know if there are any advocacy groups working on this?

Quick tip: if you can't get through on the phone, try contacting your local state representative's office. They often have liaisons who can help push things along with EDD. Worked for me!
