EBT Theft: Cash Aid stolen electronically, replacement taking forever, now can't access BenefitsCal account

So frustrated with this whole situation! My Cash Aid benefits were stolen from my EBT card on January 5th (about $712). I reported it immediately, filed a police report the same day, and submitted the EBT-2259 benefit theft form to my county worker the next morning. They issued me a new EBT card which I got about a week later, but it's now been almost 3 WEEKS and my stolen benefits still haven't been replaced! What's even weirder is that I can't create an online account on BenefitsCal anymore. I've tried 6 different times and keep getting an error message saying "account cannot be created at this time" - no explanation why. Oddly enough, my CalFresh benefits are still loading normally each month and I can use those without a problem. Has anyone else had their Cash Aid stolen recently? How long did it take to get your money back? And what's with this BenefitsCal account issue? I'm getting desperate here - rent is coming due and I was counting on that money!

Unfortunately this is happening a lot lately. The county has 10 business days to either deny your claim or issue replacement benefits after you submit the EBT-2259 form. Since you already got a new card, they should be processing your claim. But I've seen delays up to 45 days for some people despite the rules. The BenefitsCal account issue might be related to your benefit theft claim - sometimes they put security holds on accounts while investigating. Did you try calling the EBT customer service line (not the county) to specifically ask about the account issue?

45 DAYS?? I can't wait that long! My landlord is already annoyed that I asked for an extension on rent. I did call EBT customer service but it was useless - the automated system just tells me my balance (which is zero for Cash Aid) and when I finally get a person, they say it's a county matter. I'm going in circles!

the same EXACT thing happened to me in november!! all my cash got stolen while i was sleeping (skimmer prob) and it took them 32 days to give me my money back. keep calling every single day thats what i did. the online account thing is weird tho mine still worked. maybe try making a new email address and try again?? the whole system is broken af

32 days??? That's crazy! I thought they had to replace it faster. Did they backdate it at least so you didn't lose a month of eligibility toward your 48-month time limit?

I used Claimyr to get through to my county worker when my benefits were stolen last month. I was getting disconnected too after waiting forever. You just go to claimyr.com and they call the county for you and call you back when they reach a person. The worker told me benefit theft claims are taking longer because they've had so many cases since they started allowing Cash Aid on EBT cards for online purchases.

did you check if tha money was already replaced but you just cant see it? sometimes when they issue a new card the old balance dont show up rite away. my cousin had this happen and she thought her money wasnt replaced but when she checked at the atm it was there but not showing online

I tried the ATM yesterday and there was nothing there except my CalFresh. I even had the cashier check my balance at the grocery store - zero Cash Aid balance. That's why I'm so worried! But good suggestion, I hadn't thought of checking directly like that at first.

The 10-day processing requirement mentioned above is technically correct, but they're falling behind due to staffing issues. This is important: if you're facing eviction due to this delay, tell your worker you need an "immediate need" payment. They can sometimes issue emergency funds while your theft claim is being processed. Also, your BenefitsCal account is definitely locked as a security measure after reporting theft. Keep calling every day, document everything, and specifically mention that you're facing eviction if you don't get the funds replaced. That should trigger emergency procedures.

Thank you for this info! I didn't know about the immediate need payment option. I tried calling today but still couldn't get through. I'm going to try again tomorrow morning right when they open. I guess if enough people complain maybe they'll fix the system so our benefits stop getting stolen in the first place. It's ridiculous we have to go through all this!

OMG I thought I was the only one! My entire January cash aid disappeared on the 6th! I filed all the paperwork but no replacement yet. This is so stressful. The rent is due and my worker keeps saying "it's being processed" whatever that means. The system is totally broken right now.

If you've already submitted the EBT-2259 form and it's been over 10 business days, you should immediately request a state hearing. Call the State Hearings Division at 1-800-743-8525. You have rights here, and the county is obligated to follow timeliness requirements even if they're overwhelmed. Document all your attempts to contact them.

UPDATE: I finally got through to someone at the county! Used that Claimyr service and it actually worked. The worker said my claim was approved 5 days ago but there was a system error preventing it from being loaded onto my card. They're manually processing it now and I should have the funds within 48 hours. She also fixed my BenefitsCal account - apparently it was blocked for security reasons after the theft, exactly like some of you said. Thanks everyone for your help and suggestions!

thats great! glad u got it fixed. make sure u check ur balance in 48hrs tho cause sometimes they say that and it still takes longer. they told me 24hrs and it took 3 more days lol. at least ur getting it back!
