Missing CalFresh benefits after EBT card replacement - funds loaded before new 4.0 card arrived
I'm really frustrated with this EBT card situation. I got the new 4.0 card last month, but I can't see any of my July or August CalFresh deposits that I KNOW were loaded on my old card. When I activated the new card, those benefits should have transferred over, right? I called the EBT customer service line yesterday and the rep confirmed I had deposits in both July and August (totaling about $450), but they're nowhere to be found on this new card. Has anyone else had this issue with the card replacement? The customer service person just kept telling me to 'check my transaction history' but there's nothing there before September. I have three kids to feed and can't afford to lose those benefits!

When you got the new 4.0 EBT card, you should've had all your remaining balance transfer over automatically when you activated it. If the customer service confirmed you had deposits but they're not showing up, there might be a technical issue with the transfer. Did they give you a reference number for your call? I'd recommend contacting your county CalFresh office directly rather than the EBT customer service line, as they can research what happened to those benefits and potentially reissue them.

•No reference number! That's part of what was so frustrating. I was on hold for 45 minutes and then the person rushed through everything. I'll try calling the county office, but last time I tried I couldn't get through to anyone.

same thing happened to my sister last yr!! the money was there then gone after the new card. u need to ask for a 'benefit adjustment' not just check ur transactions. the ebt people cant actually fix it, only the county workers can issue replacement benefits for the missing months

•Thank you! I'll specifically ask for a 'benefit adjustment' when I call. Did your sister eventually get her benefits back?

Have you checked your EBT account online? Sometimes the phone representatives don't have the full transaction history, but when you log into the benefitscal.com website and check your EBT account there, you can see a more detailed transaction history. I'd check there first before spending hours trying to reach someone at the county office.

•I tried logging in but the system keeps telling me my password is wrong even though I KNOW it's right. I've tried resetting it twice now. Nothing about this system works properly!!

The 4.0 card rollout has been a mess. When you call your county office, make sure you ask them to check for "orphaned benefits" - that's what they call it when funds don't properly transfer during a card replacement. You'll need to ask for a Case Manager who can specifically look at your EBT benefit issuance history, not just a front-line eligibility worker. They should be able to see exactly when benefits were issued and where they went. If they confirm the benefits were issued but not accessible, they can process a "cashout" or replacement of those benefits. If you're having trouble getting through to your county office, I'd recommend using Claimyr (claimyr.com). They can get you through to a live person at the CalFresh office without the endless hold times. There's a video showing how it works: https://youtu.be/eZ19FHRETv8?si=_CXnXqNXbLl26WB8. I used it when I had a similar issue with my recertification and got through in minutes instead of hours.

•Thank you for the detailed advice! I've never heard of "orphaned benefits" before but that sounds exactly like what's happening. And thanks for the Claimyr suggestion - I'll check it out because I really don't have time to be on hold all day with three kids at home.

•That's not entirely accurate. While the system can be frustrating, the county workers are bound by specific regulations. They can't just reissue benefits without documentation. If you have evidence of the funds being issued but not accessible, they are required to help. It's important to speak with a Case Manager or Supervisor who has the authority to resolve benefit transfer issues.

Is ur old card still working? Sometimes the benefits stay on the old card until u use them up. My cousin thought she lost money but actually had 2 working cards for like a month lol

•No, I tried the old card and it doesn't work anymore. They deactivated it when I activated the new one.

When you contact your county office, ask them to check your "Benefit Issuance History Report" - this is an internal document that shows exactly when benefits were issued to your EBT account and in what amounts. If they can confirm the July and August issuances, then request an "Administrative Verification of Missing Benefits" form. This starts a formal process to trace and potentially replace the missing funds. Also, there's a specific timeframe for reporting missing benefits - usually within 90 days of expected receipt - so make sure to emphasize that you're within this window and only recently discovered the issue when activating your new card.

•This is super helpful, thank you! I'll write down these exact terms to use when I call. I'm definitely within 90 days since it was just July and August benefits.

•No, no letters at all. My benefit amount should be the same ($587/month) based on my last recertification in April.

Good news - I just checked the latest CalFresh policy bulletin, and there's actually a special process for the 4.0 card transition issues. Since this was a statewide card replacement program, they're supposed to have special protocols for handling benefit transfer problems. When you call, specifically mention it's related to the "EBT 4.0 Card Migration" and ask if there's a specialized team handling those issues. This might get you to the right person faster.

•Thank you so much! I'll definitely mention the "EBT 4.0 Card Migration" specifically. Hopefully that will help them understand exactly what's going on.
