Received unexpected new EBT card with zero balance - CalFresh benefits missing?

I'm really confused and a bit worried. Yesterday I received a new EBT card in the mail that I never requested. The card numbers are completely different from my current card which still has my March benefits on it (about $263). When I called the EBT customer service number to check the balance on this new card, it says $0.00 available. I haven't received any notices about my benefits being discontinued or transferred. Has my account been compromised? Will my current card stop working? My next CalFresh deposit is supposed to happen in 6 days and I'm worried it'll go to this mysterious new card with a different number that shows zero balance. Has anyone else experienced this? Should I call my county worker or the EBT customer service directly?

this happened to me before! dont panic, sometimes they just send new cards when the old one is about to expire. but usually they send a notice first. check the expiration date on ur old card, is it ending soon?

My old card doesn't expire until December 2025, so that's why I'm worried! And I definitely didn't request a replacement. Should I just ignore the new one and keep using my current card?

THEY DID THIS TO ME LAST YEAR!! Some jerk probably reported your card as stolen. The second you activate that new card, your old one gets deactivated and you LOSE ACCESS to whatever funds were on there!! DO NOT ACTIVATE THE NEW CARD until you talk to someone. The system is designed to screw us over at every turn!!

Oh no!! I already called the number on the back to check the balance, but I didn't specifically say I wanted to activate it. Does just calling mean it's activated? Now I'm really worried!

If you didn't enter your PIN or confirm activation you might be ok. But CALL THE COUNTY NOW before they close!!! Once the old card is deactivated they make it IMPOSSIBLE to get those funds back!!

There are a few reasons this might have happened: 1. Your card was flagged for suspicious activity (even if you didn't report anything) 2. Your county is switching EBT card vendors (some counties are doing this in 2025) 3. There could have been a system error that triggered a replacement card The most important thing is to contact your county CalFresh office immediately. If you don't activate the new card, your old one should still work for now. The good news is that even if your old card gets deactivated, your benefits aren't lost - they're still in your account, just linked to whichever card is active. When you call the county, ask them to check if there's a note in your file about why a new card was issued. They can also confirm which card your upcoming benefits will be loaded to.

Thank you so much! This is really helpful. I'll call my county office first thing tomorrow morning. Do you know if there's a way to transfer the funds from my old card to the new one if the old one gets deactivated?

I work in a community resource center and see this fairly often. In addition to what others mentioned, another possibility is that someone may have attempted to access your information, triggering their fraud protection system. One thing to try before your county office opens: call the EBT customer service number (not the automated balance line, but the actual customer service) and ask why a new card was issued. They sometimes have more direct access to the card system than your county worker. The number should be 1-877-328-9677 for California EBT customer service.

I tried calling that number but got stuck in this horrible loop of automated messages. After 20 minutes, it disconnected me! So frustrating. I'll try again tomorrow I guess...

I had similar issues reaching someone at EBT customer service when my card suddenly stopped working. After getting disconnected multiple times, I tried using Claimyr and it actually worked to get me connected to a real human. You can check out their service at claimyr.com - they have a video showing how it works here: https://youtu.be/eZ19FHRETv8?si=_CXnXqNXbLl26WB8 They basically hold your place in line and call you back when someone is available. Saved me hours of frustration when I was dealing with my EBT card emergency. The rep was able to tell me exactly why I got a new card (in my case there was suspected fraud on my account).

Just to add some clarification to what people have said: if your current card with money on it ($263) stops working, the funds don't disappear. They're linked to your account, not the physical card. If you need to start using the new card, any remaining balance from your old card will transfer over when you activate the new one. However, there is usually a 1-2 day processing period when switching cards, so don't wait until you absolutely need the funds to resolve this issue. And regarding your upcoming deposit - it will go to whichever card is active at the time of deposit. If you haven't activated the new card by then, it should go to your current card (unless there's fraud protection or other issues at play).

That's a huge relief! I was worried those funds would just disappear. I'll definitely get this sorted before my next deposit date. Thank you!

Wait I'm confused... are we talking about CalFresh or Cash Aid? Because sometimes I get confused about which benefit goes on what card. If it's CalWorks Cash Aid maybe they issued you a separate card? I have my CalFresh and Cash Aid on the same EBT card but my friend has hers split for some reason.

They're talking about CalFresh benefits on an EBT card. While both CalFresh and CalWORKs (cash aid) benefits can be accessed using an EBT card, they're separate programs. In most cases they're on the same physical card but tracked separately in the system. If you call the EBT customer service line, you'll hear separate balances for "food stamps" (CalFresh) and "cash benefits" (CalWORKs).

UPDATE: I finally got through to someone at the county office this morning! Turns out there was a report of potential fraud on my account (someone tried to use my card number at a store in another city where I've never been). They automatically issued a new card as a precaution, but failed to send me any notification about it! The good news is my old card will work until I activate the new one, and they assured me that all funds will transfer when I do activate it. I'm going to keep using my old card until after my next deposit comes in, then switch to the new one. Thanks everyone for your help and reassurance!

Glad to hear you got it resolved! It's very common for the notification to get sent after the card arrives - their system isn't always efficient. Smart move to wait until after your next deposit to switch cards.

Make sure you DESTROY that old card after you activate the new one!!! Cut it up into tiny pieces. Identity theft with EBT cards is getting worse every year.

So glad you got this sorted out! This is exactly why I always recommend calling the county office first when weird stuff happens with EBT cards. The fraud protection system can be overly sensitive sometimes, but it's better to be safe than sorry. For anyone else reading this thread - if you ever get an unexpected replacement card, definitely don't panic but also don't ignore it. There's usually a legitimate reason, even if the communication isn't great. And Paolo's approach of waiting until after the next deposit to switch cards is really smart - gives you a buffer in case anything goes wrong during the transition. Thanks for updating us with the resolution! Stories like this help other community members know what to expect.

This whole thread was so helpful to read! I'm new to CalFresh and honestly didn't even know that fraud protection could trigger automatic card replacements. It's reassuring to know that the benefits don't just disappear when this happens. Paolo, thanks for sharing your experience and the resolution - it'll definitely help if I ever run into something similar. The advice about calling the county office first seems like the way to go.

This is such a relief to read! I've been getting nervous about EBT card security lately after hearing so many stories about fraud. It's really helpful to know that the system actually does have protections in place, even if they don't always communicate well about it. Paolo, I'm so glad you got it resolved quickly once you reached the right person at the county office. The fact that they caught potential fraud and proactively sent you a new card is actually pretty reassuring, even though the lack of notification was stressful. Thanks for taking the time to update everyone - this whole thread is going to be super useful for anyone who faces a similar situation!

I'm so relieved to see this story had a happy ending! As someone who just started receiving CalFresh benefits last month, I had no idea about all these potential issues with EBT cards. The fraud protection system sounds like it's actually working, even if the communication could be better. Paolo, thank you for sharing the whole journey from panic to resolution - it really helps newcomers like me understand what to expect and how to handle these situations. I'm bookmarking this thread in case I ever need it!

This whole situation really highlights how stressful the EBT system can be when things go wrong! I'm so glad Paolo got it resolved and that the fraud protection actually worked as intended. For anyone else dealing with similar issues, one tip I learned from my case worker: always ask for a reference number when you call about EBT issues, whether it's the county office or EBT customer service. That way if you need to call back, you can reference the previous conversation and don't have to start from scratch explaining everything again. It's saved me so much time and frustration when dealing with benefit issues. Thanks Paolo for sharing the full story and resolution - this thread is going to help so many people who find themselves in similar situations!

That's such a great tip about getting a reference number! I never thought about that but it makes total sense - having to re-explain the whole situation every time you call sounds exhausting. I'm definitely going to remember that for any future issues. This whole thread has been like a crash course in navigating EBT problems. Paolo's experience shows that even when something scary happens like getting an unexpected card, there's usually a reasonable explanation and the system does try to protect us, even if the communication isn't perfect. Thanks everyone for sharing your knowledge and experiences!

This is such valuable information for anyone dealing with EBT issues! As someone who works with families navigating these systems, I see how much anxiety unexpected changes can cause. Paolo's experience is a perfect example of why it's so important to reach out for help rather than trying to figure things out alone. The fraud protection triggering automatic card replacement is actually pretty common - I've seen it happen when people shop at unfamiliar locations, make large purchases, or even just when their card gets skimmed somewhere. The system errs on the side of caution, which is good for security but can be really stressful when you're not expecting it. For future reference, if anyone finds themselves in a similar situation and can't get through to the county office, many counties also have online portals where you can send secure messages about benefit issues. It's not as fast as calling, but it's another option when phone lines are busy. Thanks for sharing this whole journey - stories with happy endings like this really help build community knowledge!

This is so helpful! I'm really new to CalFresh (just got approved last week) and honestly didn't even know that EBT cards had fraud protection systems. Reading Paolo's story and everyone's advice has been like getting a crash course in what to expect. The idea of getting an unexpected card in the mail would have totally freaked me out, but now I know it's actually the system trying to protect me. Angel, your point about online portals is great - I'll have to check if my county has one. It's amazing how much you can learn from other people's experiences. Thanks Paolo for sharing everything from start to finish, and thanks to everyone else for all the practical tips!

This thread is such a great resource! I've been on CalFresh for about 6 months and had no idea that the fraud protection system could trigger automatic card replacements like this. Paolo, your experience really shows how important it is to stay calm and work through the proper channels when something unexpected happens with your EBT card. One thing I learned from my caseworker that might help others: if you ever suspect your card has been compromised or you notice unauthorized transactions, you can actually request a new card proactively by calling your county office. They'll deactivate the old one immediately and rush-deliver a new card, usually within 2-3 business days. It's much less stressful when you're the one initiating the process! Also, for anyone worried about fraud - I started checking my EBT balance every few days just to keep track of my spending and catch any issues early. The automated balance check is quick and gives you peace of mind. Thanks everyone for sharing your knowledge and experiences - this community is so helpful for navigating these systems!

That's really smart advice about proactively requesting a new card if you suspect fraud! I wish I had known that was an option. Your tip about checking the balance regularly is great too - I usually only check when I'm about to shop, but doing it every few days would definitely help catch problems early. It's reassuring to know that you can take control of the situation instead of just waiting for the system to detect issues. This whole thread has been incredibly educational - from Paolo's initial panic to all the practical solutions everyone has shared. It really shows how much we can help each other navigate these complex systems!
