How to apply for NY TAP through FAFSA? Can't find the option!

I'm trying to help my son with his college financial aid and we're completely lost when it comes to applying for New York TAP through the FAFSA. We filled out the entire FAFSA form yesterday but didn't see any option specifically for TAP. I thought TAP was supposed to be connected through FAFSA but we can't find where to apply! We've spent hours clicking through every section of studentaid.gov and I'm seriously frustrated. Do we need to submit a separate application somewhere else? Is there a special section we missed? His college deadline is coming up fast and I'm panicking. Any parents who recently figured this out? HELP!
