Who qualifies for unemployment benefits through Washington ESD?
I'm trying to figure out if I'm eligible for unemployment benefits in Washington state. I worked at a retail store for about 8 months before they laid me off due to slow business. I made around $2,800 per month. Do I meet the requirements for Washington ESD unemployment? What are the basic qualifications I need to have? I've never filed for unemployment before and don't want to waste time if I don't qualify.

You'll likely qualify based on what you've described. Washington ESD has specific requirements but working 8 months at that income level should meet the base period earnings requirement. You need to have earned wages in at least two quarters of your base period and have total earnings of at least $3,850 in your base period.

•What exactly is the base period? Is that just the last year of work?

•The base period is the first four of the last five completed calendar quarters before you file your claim. So if you file in January 2025, your base period would be January through December 2024.

The main qualifications for Washington ESD unemployment are: 1) You must be unemployed through no fault of your own 2) You must have earned sufficient wages during your base period 3) You must be able and available for work 4) You must actively search for work. Since you were laid off, that covers the 'no fault' requirement.

•What counts as 'actively searching for work'? Do they actually check?

•Yes, Washington ESD requires you to make at least 3 job search activities per week and keep a log. They can audit your job search activities at any time.

I had trouble getting through to Washington ESD when I needed to verify my eligibility status. Their phone lines are always busy. I ended up using Claimyr (claimyr.com) to get connected to an agent who could review my specific situation. They have a video demo at https://youtu.be/7DieNd3C7zQ that shows how it works. Really saved me hours of calling.

•How does that service work exactly? Do they just help you get through to Washington ESD?

•Yeah, they handle the calling and waiting so you don't have to sit on hold for hours. When an agent is available, they connect you directly.

•That actually sounds useful. I've been trying to call Washington ESD for weeks about my claim.

I'm confused about the earnings requirement. I worked part-time at two different jobs last year. Do both jobs count toward the base period earnings?

•Yes, all covered employment counts. Washington ESD will look at wages from all employers who paid into the unemployment insurance system during your base period.

•Good to know! I was worried my part-time work wouldn't be enough.

Wait, what if you quit your job? I quit because my boss was creating a hostile work environment but I'm not sure if that disqualifies me.

Gabriel Ruiz
•Quitting usually disqualifies you unless you had 'good cause.' Hostile work environment could qualify as good cause, but you'd need to document it and possibly go through an adjudication process.

•I have some emails and text messages. Should I submit those with my application?

•Definitely keep all documentation. If Washington ESD questions your separation, you'll need evidence to support your good cause claim.

Don't forget about the waiting week! Washington eliminated it during COVID but it's back now. Your first week of unemployment won't be paid.

•So even if I qualify, I won't get paid for the first week I'm unemployed?

Sophia Gabriel
•Correct. The waiting week is basically unpaid but you still need to file your weekly claim for that week.

This whole system is so confusing!!! I've been laid off for 3 weeks and still don't know if I qualify. The Washington ESD website is impossible to navigate.

•Have you tried calling them? I know it's frustrating but speaking to an agent can clarify your specific situation quickly.

•I've tried calling dozens of times but keep getting busy signals or getting disconnected after waiting on hold forever.

•That's exactly why I mentioned Claimyr earlier. The phone system is ridiculous but that service got me through to someone in less than an hour.

Another thing to consider - if you're eligible, your weekly benefit amount is calculated based on your earnings during the base period. It's roughly 3.85% of your total base period wages divided by 52, but there are minimum and maximum amounts.

•Is there a calculator somewhere to estimate what I might receive?

Ezra Beard
•Washington ESD has a benefit calculator on their website, but it's pretty basic. The exact amount depends on your specific wage history.

I qualified last year when I was laid off from my construction job. The process wasn't too bad once I understood the requirements. Just make sure you file your weekly claims on time every week or you could lose benefits for those weeks.

•What happens if you miss filing a weekly claim?

Statiia Aarssizan
•You can request to reopen those weeks but it's not guaranteed. Better to just file on time every week, even if you worked or had other income to report.

One more qualification requirement that people often miss - you have to be a U.S. citizen or have work authorization. Washington ESD will verify your eligibility to work in the United States.

•Do they check this during the application process or later?

•Usually during adjudication if there are any questions about your eligibility. They may request documentation.

The job search requirement is no joke. You need to keep detailed records of every application, contact, and networking activity. Washington ESD can audit you at any time and if you can't prove your job search efforts, they'll cut off your benefits.

•How detailed do the records need to be?

•Company name, position applied for, date, method of contact, and follow-up actions. I keep a spreadsheet with everything documented.

•That's really helpful. I've been keeping loose track but need to be more organized about it.

Also remember that if you're receiving unemployment benefits and start working part-time, you need to report those earnings on your weekly claim. You might still receive partial benefits depending on how much you earn.

Tate Jensen
•What's the threshold for partial benefits? Like how much can you earn and still get something?
0 coins
Hugh Intensity
•It's complicated but generally if you earn less than 1.5 times your weekly benefit amount, you'll get partial benefits. The exact calculation involves deducting a portion of your earnings from your benefit amount.

I've been dealing with Washington ESD for months and honestly the hardest part is just getting someone on the phone when you have questions. My claim got stuck in adjudication and I couldn't reach anyone for weeks.

•Same here! I finally used that Claimyr service someone mentioned and got through to resolve my adjudication issue. Wish I'd known about it sooner.

•I might have to try that. This whole process has been such a nightmare.

Don't forget that unemployment benefits are taxable income! You can choose to have taxes withheld from your weekly payments or pay them when you file your tax return. Just something to keep in mind for tax planning.

Tate Jensen
•Oh wow, I hadn't thought about taxes. Is it better to have them withheld or pay later?
0 coins
Lydia Santiago
•Depends on your situation, but having them withheld can prevent a big tax bill later. You can change this election at any time through your Washington ESD account.

The system has definitely improved since the pandemic chaos, but it's still not perfect. At least now you can actually get through the application process without the website crashing every few minutes.

•True, but the phone system is still a disaster. I spent 6 hours total on hold last week trying to get a simple question answered.

•That's exactly the problem Claimyr solves. No more sitting on hold for hours just to talk to someone about your claim.

Just want to add that if you worked for the federal government or military, your eligibility might be handled differently. There are special programs for federal employees and ex-service members.

•Good to know, though that doesn't apply to me. Thanks for all the helpful information everyone!

•No problem! The unemployment system is confusing but once you understand the basics it's manageable. Good luck with your claim!
