What is cynical unemployment - Washington ESD keeps using this term
I keep seeing references to 'cynical unemployment' in some Washington ESD documentation and I have no idea what this means. Is this some kind of disqualification? My claim has been under adjudication for 2 weeks and I'm worried this might be related. Has anyone encountered this term before or know what Washington ESD means by it? I can't find any clear definition anywhere.

I think you might be confusing terms here. There's no such thing as 'cynical unemployment' in Washington ESD terminology. Are you sure you're not thinking of 'cyclical unemployment' which is an economic term, or maybe you misread something about voluntary vs involuntary unemployment?
