What does progress mean for unemployment status on Washington ESD portal?

I'm so confused about the status on my Washington ESD account. It's been showing 'In Progress' for over two weeks now and I have no idea what that actually means. I filed my initial claim on January 3rd and have been doing my weekly claims but the status hasn't changed. Is this normal? Should I be worried that something is wrong with my claim? I tried calling but you know how that goes - can't get through to anyone.
