What does issue closed level 3 mean for unemployment claim in Washington ESD system?
Got a notification today that my unemployment claim has 'issue closed level 3' status but I have no idea what this means. I've been waiting on adjudication for my separation issue for about 5 weeks now and suddenly this appeared in my account. Has anyone seen this before? Does it mean my claim is approved or denied? I can't find any explanation of what level 3 specifically refers to in the Washington ESD system.

Level 3 closure usually means the adjudication issue has been resolved in your favor. It's their internal coding system - level 1 would be minor issues, level 2 moderate complexity, and level 3 indicates they had to do a thorough investigation but concluded you're eligible for benefits.

•That's what I was hoping! Should I expect my benefits to start processing soon then?

•Yes, typically within 1-2 business days you should see your claim status update and any back payments processed.

I had the exact same thing happen last month. Issue closed level 3 meant they finished investigating my quit vs termination situation and determined I was eligible. You should get your money soon.

•How long did it take for your payments to show up after you saw the level 3 closure?

Philip Cowan
•About 3 days for the back pay to hit my account, then weekly claims processed normally after that.

Actually I think you might be getting ahead of yourselves. Level 3 could also mean they're escalating it to a higher review level. Have you tried calling Washington ESD to get clarification? I know the wait times are brutal though.

•I've been trying to call for weeks but can never get through. The phone system just hangs up on me after an hour on hold.

•Same problem here - I've wasted so many hours trying to reach someone at Washington ESD. There's got to be a better way to get through.

•I actually found a service called Claimyr that helps you get through to Washington ESD agents. Check out claimyr.com - they have a demo video at https://youtu.be/7DieNd3C7zQ that shows how it works. Saved me tons of time when I needed to check on my adjudication status.

Wait I'm confused about these level numbers. My claim just says 'under review' - does that mean mine is still level 1 or 2? This is so frustrating that they don't explain their own system clearly.

•Under review just means they haven't assigned a level classification yet. Once they start the formal adjudication process, you'll see the level designations.

•Thanks, that makes more sense. I guess I'm still in the preliminary stage then.

LEVEL 3 IS GOOD NEWS! I work in HR and deal with unemployment claims all the time. When Washington ESD closes an issue at level 3, it means they did a comprehensive review and the claimant won. You should celebrate!

•Thank you! That's such a relief to hear from someone who knows the system. I was so worried I'd be denied.

•Really? Because my level 3 closure was actually a denial last year. I think it depends on what the underlying issue was.

•You're right, the level just indicates complexity of review. The actual decision depends on the facts of the case. But level 3 closures do tend to favor claimants more often than not.

•I feel for you - the waiting is the worst part. Have you been able to talk to anyone there about what's holding yours up?

I'm a former Washington ESD employee and can clarify this. Level 3 closure means the adjudicator completed a complex fact-finding investigation. The level number indicates the time and resources spent on the case, not the outcome. You need to check your determination letter for the actual decision.

•I haven't received any determination letter yet. Should I have gotten one by now if the issue is closed?

•The letter usually arrives 1-3 business days after the issue closure. If you don't see it by Friday, definitely follow up.

•This is super helpful info. I wish Washington ESD would just explain these codes somewhere on their website instead of leaving everyone guessing.

Update us when you find out the actual decision! I'm curious because I have a level 2 closure and still don't know what it means for my claim.

•Will do! Hopefully I'll know something definitive by early next week.

•Level 2 typically means moderate complexity review - could go either way but usually resolved faster than level 3 cases.

I swear they make this system confusing on purpose. Why can't they just say 'approved' or 'denied' like normal people? All these cryptic codes and levels just stress everyone out unnecessarily.

•Totally agree! The whole Washington ESD online system needs an overhaul. It's like they designed it to be as unclear as possible.

•At least they're better than they were during COVID. Back then you couldn't even log in half the time.

Just curious - what was your separation issue about? Mine is related to a workplace injury and I'm wondering if that affects the level designation.
0 coins
Mateusius Townsend
•Mine was about whether I quit or was constructively discharged due to unsafe working conditions. Sounds like yours might be more complex with the injury component.

Brielle Johnson
•Workplace injury cases often get escalated to level 3 because they require coordination with L&I. That might explain the designation in your case.

Hey I tried that Claimyr service someone mentioned and it actually worked! Got through to a Washington ESD agent in about 20 minutes instead of hours of busy signals. They explained my issue status right away. Definitely worth checking out if you need to talk to someone there.

•They have different options but honestly it was worth it to finally get answers instead of wasting days trying to call on my own.

Keeping my fingers crossed for you! The waiting game is brutal but sounds like you're close to resolution. Level 3 closure is definitely movement in the right direction.

Man I remember when I got my level 3 closure - I was so nervous about what it meant. Turned out to be approved and I got like $4800 in back pay. Hope yours works out the same way!

•That would be amazing! I really need that back pay to catch up on bills.

Quick question - are you still filing your weekly claims while waiting for this to resolve? I made the mistake of stopping when mine was under review and it complicated things.

Mateusius Townsend
•Yes, I kept filing every week even though I wasn't getting paid. Good thing I did if this actually gets approved!

•Smart move - they always tell you to keep filing but it's easy to forget when you're not seeing any money.

This thread is super helpful. I'm screenshot-ing it for future reference since Washington ESD doesn't explain any of this stuff clearly on their website. Thanks everyone for sharing your experiences!

One more vote for trying Claimyr if you need to talk to Washington ESD directly. I was skeptical at first but it really does work better than calling yourself. The video demo on their site shows exactly how it works too.

Fingers crossed your level 3 closure means good news is coming! The whole adjudication process is such a black box but at least there's movement on your case now.

I work in unemployment law and level 3 designations typically indicate cases that required extensive fact-finding, witness interviews, or document review. The complexity level doesn't predict the outcome, but it does suggest they took your case seriously and did a thorough investigation.

Mateusius Townsend
•That's reassuring to hear they did a thorough review. Hopefully that means whatever decision they made is solid.

I'm in a similar situation - got a level 3 closure notification two days ago and have been anxiously waiting to see what it means. From reading all these responses, it sounds like most people with level 3 closures end up getting approved, which gives me some hope. The fact that they did such a thorough investigation suggests they're taking these cases seriously. Has anyone here had experience with how long it typically takes for the determination letter to arrive after seeing the level 3 closure status?
