Washington ESD claim shows 'issue closed level 3' - what does this mean for my unemployment benefits?
My Washington ESD account suddenly shows 'issue closed level 3' on my weekly claim status and I have no idea what this means. I've been filing my weekly claims normally and doing my job searches through WorkSource. Last week everything was fine, now this message appeared and I can't find any explanation anywhere on the ESD website. My payments stopped coming and I'm getting really worried. Has anyone else seen this status before? Should I be concerned about my eligibility?

Level 3 issue closure typically means there was an adjudication review that has been resolved in your favor. However, there might be a processing delay before your payments resume. Check your correspondence inbox on the ESD portal for any letters or notices that explain the specific issue that was reviewed.

•I checked my correspondence and there's nothing new there. How long does it usually take for payments to start again after an issue closes?

•Usually 1-2 business days, but sometimes up to a week depending on the complexity. If it's been longer than that, you might need to call ESD directly.

I had the same thing happen last month! Turned out there was a work separation issue they were reviewing from when I left my previous job. Once they closed it at level 3, my payments resumed the following week. Did you have any job changes recently?

•Yeah I left my last job in December, maybe that's what triggered the review. So level 3 closure is actually a good thing then?

•Yes! It means they reviewed whatever the issue was and determined it shouldn't affect your benefits. You should be good to go.

Before you stress too much about calling ESD, try using Claimyr to actually get through to someone. I spent hours trying to call the regular number and kept getting disconnected. Found Claimyr.com and their system got me connected to an agent in about 15 minutes. They have a demo video at https://youtu.be/7DieNd3C7zQ that shows exactly how it works.

•Is that service legit? Sounds too good to be true with how impossible it is to reach ESD by phone.

•I was skeptical too but it actually worked. They basically handle the calling and waiting for you, then connect you when an agent picks up. Really helpful for getting quick clarification on status issues like this.

•Thanks, I'll check that out if my payments don't resume by next week.

The different levels refer to the complexity and review authority required. Level 3 closures are handled by senior adjudicators and usually involve more complex separation issues or eligibility questions. Since yours is closed, it means they've made a determination and you should see normal processing resume.

•How do you know all this stuff about the different levels? Are you an ESD employee?

•No, I just went through several appeals and adjudications over the years and learned way more about the system than I ever wanted to know!

ugh the ESD system is so confusing with all these random codes and levels that they never explain anywhere!!! why cant they just say 'your claim is approved' or 'theres a problem' instead of cryptic messages

•I know right? I've been stressing about this for days trying to figure out what it means.

•The worst part is when you try to call for clarification and can never get through to anyone who can actually explain what's happening.

Just wanted to follow up - when I had the level 3 closure, I also noticed my claim balance updated to show the correct remaining weeks. Double check that your benefit year and weekly benefit amount are still showing correctly in your account.

•Good point, I'll check that. Everything looked normal when I filed my weekly claim yesterday.

I think level 3 has something to do with voluntary quit reviews? I remember seeing that when they were checking if I had good cause for leaving my job.

•That's one possibility. Level 3 can cover various separation issues including voluntary quits, misconduct reviews, or availability questions.

•Mine was definitely a voluntary quit situation so that makes sense.

Did you get any questionnaires or have to submit documentation during the review process? Sometimes they close issues without much notification to the claimant.

•I did fill out some forms about why I left my job a few weeks ago. I guess that was part of this review process.

•Yep, that's exactly what happened. They reviewed your responses and determined you had valid reasons for leaving.

The good news is that if it's closed at level 3, you probably won't have to deal with appeals or hearings. Those usually happen when issues can't be resolved at the adjudication level.

•That's a relief! I was worried I might have to go through some complicated appeal process.

For anyone else dealing with confusing status messages, I really recommend trying Claimyr if you need to talk to ESD directly. After my success with them for a different issue, I've recommended them to several friends who've all had good experiences getting through to agents quickly.

•How much does it cost to use their service?

•They focus on getting you connected rather than charging high fees. Much better value than spending your whole day trying to call ESD repeatedly.

I've never seen level 3 specifically but I've had other issue codes that scared me until I found out they were actually resolved in my favor. ESD really needs better communication about what these status updates mean.

•YES exactly! They should send an email or something explaining what each status change means instead of leaving us to guess.

Make sure you keep filing your weekly claims even with the issue closed status showing. Sometimes people stop filing thinking there's a problem, but you need to maintain your claim to get paid for those weeks.

•Good reminder, I did file yesterday as normal. Wasn't sure if I should but figured it was better to be safe.

•Definitely keep filing. The system should catch up and pay you for any weeks you were eligible during the review period.

This happened to my neighbor too. She was freaking out about the level 3 message but then got a big direct deposit a few days later with all her back payments.

•Oh that would be amazing! I'm missing about two weeks of payments right now.

The adjudication levels are supposed to indicate the complexity and authority level required for the decision. Level 1 would be basic automated reviews, level 2 more complex, and level 3 requires senior review. Closure at any level means the issue is resolved.

Anastasia Kozlov
•That makes sense. I guess my job separation situation required the higher level review since it was a voluntary quit.

just keep an eye on your payment history over the next week, you should see the missing payments show up once the closure processes through the system completely

•Will do, thanks for all the help everyone. Feeling much less stressed about this now.

I went through something similar and used Claimyr to get clarification from ESD. The agent confirmed that level 3 closures are generally positive outcomes and explained exactly what was reviewed in my case. Really put my mind at ease.

For future reference, you can also check the ESD website under 'Claim Status Definitions' but their explanations are pretty vague. The level system isn't well documented anywhere public that I've found.

•I looked there first but you're right, it's not very helpful for understanding the specific level codes.
