What are the requirements to file for unemployment with Washington ESD?
I'm trying to figure out if I qualify to file for unemployment benefits in Washington state. My employer let me go last week due to budget cuts and I've never filed for UI before. I know I need to go through Washington ESD but I'm not sure what the actual requirements are. Do I need to have worked a certain amount of time? Is there a minimum wage requirement? Any help would be appreciated since I'm pretty stressed about making rent next month.

The basic requirements for Washington ESD unemployment are that you need to have earned at least $3,800 in your base year (which is usually the first four of the last five completed calendar quarters before you file). You also need to have worked in at least two quarters during that base year. Plus you have to be unemployed through no fault of your own, which sounds like your situation since it was budget cuts.

•Thanks! I think I meet those requirements. How do I know what my base year earnings were?

•Washington ESD will calculate that when you file your claim. They have access to all your wage records from employers who report to the state.

Don't forget you also have to be able and available to work, and actively searching for work once you start receiving benefits. You'll need to log your job search activities too.

•What counts as job search activities? Just applying for jobs?

•Job applications, networking events, career fairs, informational interviews - there's a whole list on the Washington ESD website. You need to do at least 3 job search activities per week.

One thing that helped me when I was trying to get through to Washington ESD about my eligibility questions was using Claimyr. It's this service that helps you actually get connected to a real person at ESD instead of getting stuck in the phone maze. Check out claimyr.com - they have a video demo at https://youtu.be/7DieNd3C7zQ that shows how it works. Saved me hours of calling and getting hung up on.

•Never heard of that before. Is it legit?

Kevin Bell
•Yeah it's totally legit. I was skeptical too but it actually worked. Got me through to someone at Washington ESD within like 20 minutes instead of calling for days.

You also can't quit your job voluntarily or be fired for misconduct and still get benefits. Since you were laid off due to budget cuts that shouldn't be an issue for you.

•Good to know. What if someone quits for a really good reason though?

Felix Grigori
•There are some exceptions like quitting due to unsafe working conditions or harassment, but it's pretty limited and you have to prove it.

omg the job search requirement is so stressful! I'm on unemployment now and keeping track of everything is like a part time job itself

•I know right? But you have to do it or they'll deny your benefits. I learned that the hard way.

•What happened when they denied yours?

•Had to go through the whole appeal process. Took months to get it sorted out.

Also worth mentioning that you need to be a US citizen or have work authorization to receive Washington ESD benefits. And you have to file your initial claim within a reasonable time after becoming unemployed.

Oliver Cheng
•How long is reasonable? I was laid off last week.

•You should file as soon as possible. Benefits are paid from the date you file, not from when you became unemployed, so don't wait.

The whole system is such a nightmare honestly. I've been trying to get through to someone at Washington ESD for weeks about my claim status and it's impossible

•That's exactly why I ended up trying Claimyr. The regular Washington ESD phone lines are basically useless with how backed up they are.

•Maybe I should look into that. This is driving me crazy.

One more thing - if you worked in multiple states you might be able to file an interstate claim. Washington ESD can help figure that out when you apply.

•I've only worked in Washington so that shouldn't apply to me.

•Good point though. I had to deal with that when I moved here from Oregon.

wait do you have to pay taxes on unemployment benefits?? nobody told me that

Taylor To
•Yes, unemployment benefits are taxable income. You can choose to have taxes withheld or pay them when you file your tax return.

•ugh that's annoying but good to know

Make sure you register with WorkSource too. It's required and helps with the job search tracking.

•Is that separate from the Washington ESD application?

Felix Grigori
•Yeah it's a different website but they're connected. You'll get instructions about it when you file your UI claim.

Just wanted to add that if you're denied initially don't give up! You can appeal the decision. Sometimes there are errors or missing information.

•How long do you have to appeal?

Ryder Everingham
•I think it's 30 days from when they mail you the decision. Don't quote me on that though.

The monetary determination they send you will show exactly how much you earned in your base year and what your weekly benefit amount will be. That's super helpful for planning.

Oliver Cheng
•When do they send that?

Leo Simmons
•Should come within a few days of filing your initial claim, assuming there are no issues that need adjudication.

honestly just apply and let Washington ESD figure out if you qualify or not. worst case they say no and you're in the same spot you are now

Oliver Cheng
•True, that's probably the easiest approach.

•Yeah don't overthink it. The application will walk you through everything.

BTW if you do run into issues with your claim getting stuck in adjudication or something, that's another situation where Claimyr really helps. They can get you connected to someone who can actually explain what's going on instead of just waiting and wondering.

•What's adjudication?

•It's when Washington ESD needs to investigate something about your claim before they can approve it. Can take weeks sometimes.

Don't forget about the waiting week! You won't get paid for your first week even if you're approved.

Oliver Cheng
•Wait really? That's frustrating.

James Maki
•Yeah it's basically a penalty week. Just how the system works unfortunately.

My advice is to file online through the secure access washington website. It's way easier than trying to do it over the phone.

•Agreed, the online system is pretty straightforward once you get your account set up.

Also heads up that you'll need to file a weekly claim every week to keep getting benefits, even weeks when you don't get paid due to the waiting week or whatever.

Oliver Cheng
•How do you do the weekly claims?

Scarlett Forster
•Same website where you filed your initial claim. It asks about any work you did that week and your job search activities.

Good luck with everything! The system isn't perfect but it's there to help when you need it. Sounds like you should qualify based on what you've described.

One last thing - if you do end up needing to call Washington ESD for any reason, seriously consider using Claimyr. I can't stress enough how much easier it made getting actual help instead of just listening to hold music for hours.
