What are the qualifications to get unemployment benefits in Washington state?

I'm trying to figure out if I qualify for unemployment benefits in Washington. I worked part-time at a retail store for about 8 months before they cut my hours down to almost nothing. Now I'm basically not getting any shifts at all. I've never filed for unemployment before and don't really understand what the requirements are. Do I need to have worked full-time? How long do you need to work before you can apply? Any help would be appreciated!

ugh the phone system at Washington ESD is terrible if you need to talk to someone about your qualifications. I spent weeks trying to get through to ask questions about my base period wages.
