How would I qualify for unemployment benefits in Washington ESD?

I'm thinking about applying for unemployment but honestly have no idea if I'd even qualify. I've been working part-time at a retail job for about 8 months and my hours got cut way back. Like I went from 25-30 hours a week to maybe 10-12 hours. Is that enough work history to get unemployment? And do I need to be completely unemployed or can I still get benefits if I'm working reduced hours? I've never filed for unemployment before so I'm pretty clueless about the whole process.

You might qualify for partial unemployment benefits since your hours were reduced. Washington ESD looks at your work history over the past 18 months and you need to have earned at least $1,320 in your base year. With 8 months of part-time work you should have enough quarters to qualify.

What's a base year? And how do they calculate how much I'd get?

0 coins

Base year is the first 4 of the last 5 completed calendar quarters before you file. So if you file now it would be Jan 2024 - Dec 2024. Your weekly benefit amount is based on your highest earning quarter.

0 coins

yeah you can definitely get partial benefits if your hours got cut. i did that when covid hit and my restaurant went to takeout only. just make sure you report your earnings each week when you file your weekly claim

Do I apply online or do I have to call? I've heard calling Washington ESD is impossible.

0 coins

online is way easier, you can do it on the washington esd website. calling is a nightmare

0 coins

The key requirements are: 1) You must have worked and earned wages in at least 2 quarters of your base year 2) Total earnings must be at least $1,320 3) You must be able and available for work 4) You must be actively seeking work. Since your hours were involuntarily reduced, you'd likely qualify for partial UI benefits.

0 coins

What does 'actively seeking work' mean exactly? Do I have to apply for jobs even though I still have my current job?

0 coins

Yes, you still need to search for work and log your job search activities. You need to make at least 3 job contacts per week and keep records in WorkSource.

I was in a similar situation last year and spent WEEKS trying to get through to someone at Washington ESD to ask questions about my eligibility. The phone system is absolutely broken - you'll get disconnected after waiting on hold for hours. I finally found this service called Claimyr (claimyr.com) that actually got me connected to an agent in like 10 minutes. They have a video demo showing how it works: https://youtu.be/7DieNd3C7zQ. Saved me so much frustration.

0 coins

That sounds too good to be true. How much does it cost?

0 coins

It's worth checking out their site for pricing info. For me it was totally worth it to actually talk to someone instead of wasting days trying to call.

0 coins

I used Claimyr too when my claim got stuck in adjudication. Worked exactly like they said it would.

The Washington ESD system is SO confusing. I tried to figure out if I qualified and gave up after reading their website for like 2 hours. Why can't they just have a simple calculator or something?

0 coins

There actually is a benefit calculator on the Washington ESD website, but it's buried pretty deep in the site.

0 coins

Of course it is! Everything useful is impossible to find on government websites.

0 coins

Update: I found the benefit calculator and it looks like I might qualify for around $180 per week. That would actually help a lot with my reduced hours.

0 coins

That sounds about right for part-time earnings. Remember you'll need to report your weekly earnings and they'll reduce your benefit amount accordingly.

0 coins

definitely apply sooner rather than later. there's usually a waiting week so the earlier you file the better

0 coins

I hate to be negative but just be prepared for the process to take FOREVER. My claim sat in adjudication for over a month and I never got a clear explanation why.

0 coins

What's adjudication? That sounds scary.

0 coins

It's when they review your claim for eligibility issues. Sometimes it's random, sometimes there's a specific reason. Either way it means your payments get delayed.

0 coins

Adjudication isn't necessarily bad - it just means they need to verify something about your claim. Could be work separation, wages, or availability for work.

0 coins

Pro tip: keep detailed records of everything. Save all your pay stubs, write down when your hours got cut and why, and keep track of any communication with your employer. You'll need this stuff if there are any questions about your claim.

0 coins

Good point. Should I tell my employer I'm filing for unemployment?

0 coins

You don't have to tell them beforehand, but Washington ESD will contact them as part of the process anyway. It's not a big deal for partial claims.

0 coins

Wait, if you're still working can you even get unemployment? I thought you had to be completely unemployed.

0 coins

No, you can get partial benefits if your hours or wages were reduced through no fault of your own. It's pretty common actually.

0 coins

Oh that's good to know! I had no idea that was even an option.

0 coins

The work search requirement is what kills me. Like I get that they want to make sure people are actually looking for work, but having to apply for 3 jobs every week when you already have a job (even if it's reduced hours) seems excessive.

0 coins

The work search requirement is the same whether you're fully or partially unemployed. You can look for jobs that would give you more hours or better pay than your current position.

0 coins

I guess that makes sense. Still feels like busy work though.

0 coins

Just file online, it's really not that complicated. The worst part is waiting to hear back about whether you're approved. But if your hours got cut involuntarily you should be fine.

0 coins

How long does it usually take to hear back?

0 coins

Usually a few days to a week unless there are issues. Then it can take much longer.

0 coins

I'm dealing with the same thing right now. Filed my claim two weeks ago and still haven't heard anything. The waiting is the worst part because you don't know if you did something wrong or if it's just taking a while.

0 coins

That's exactly what I'm worried about. How do you know if there's a problem?

0 coins

You can check your claim status online, but it doesn't always tell you much. If there's an issue they'll usually send you a letter or put an alert in your online account.

0 coins

The income limits are pretty generous for partial claims. You can earn up to about $220 per week and still get some benefits. Anything over that and you won't get any unemployment for that week.

0 coins

So if I make $150 one week I'd still get some unemployment money?

0 coins

Yes, they subtract your earnings from your weekly benefit amount. So if your benefit is $180 and you earn $150, you'd get $30 in unemployment.

0 coins

Don't overthink it, just apply. The worst they can do is say no, and from what you described you should qualify. I wish I had applied sooner when my hours got cut.

0 coins

You're right, I'm probably overthinking this. I'll apply this weekend.

0 coins

Good luck! The process is less scary than it seems.

0 coins

One thing to watch out for - make sure you report your earnings correctly each week. I accidentally put in gross instead of net earnings once and it messed up my whole claim.

0 coins

Actually you're supposed to report gross earnings, not net. The system calculates deductions automatically.

0 coins

Oh wow, I had that backwards. Thanks for the correction!

0 coins

The hardest part for me was figuring out the job search requirements. You have to log everything in WorkSource and it's not very user-friendly. But once you get the hang of it it's not too bad.

0 coins

Is WorkSource a separate website from Washington ESD?

0 coins

Yes, it's wa.gov/workSource. You have to create an account there and log your job search activities.

0 coins

I used Claimyr when I couldn't get through to anyone about my job search requirements. The agent explained everything clearly and it only took about 15 minutes total. Way better than spending hours on hold.

0 coins

Seems like that service is pretty popular. Might be worth it if I run into issues.

0 coins

Yeah, I was skeptical at first but it really worked. Check out their demo video if you want to see how it works.

0 coins

Just remember that unemployment benefits are taxable income. You can have taxes withheld automatically or pay them when you file your tax return. I always forget about this until tax season!

0 coins

Good point! I definitely would have forgotten about that.

0 coins

Yeah, it's an easy thing to overlook. Better to have them withhold taxes upfront if you can afford the slightly lower weekly amount.

0 coins

Overall the system works pretty well once you get everything set up. The initial application can be confusing but the weekly claims are straightforward. You got this!

0 coins

Thanks everyone for all the help! I feel much more confident about applying now.

0 coins

You're welcome! Hope everything goes smoothly with your claim.
