ESD claims I didn't work 680 hours - is this normal before they check other states?
So frustrated right now! I applied for UI benefits yesterday and got an email this morning saying I don't qualify because I haven't worked 680 hours. This is completely wrong - I worked full-time in Oregon for most of 2024 before moving to Washington 3 months ago for a job that just laid me off. Is this rejection just ESD's automatic response before they pull my hours from Oregon? The email doesn't mention anything about checking with other states. Do I need to file an appeal right away or wait for them to contact Oregon's employment department? Has anyone else gone through this with out-of-state work history? I'm starting to panic a little because I have rent due next week.

This happens ALL the time with interstate claims. ESD initially only looks at your WA work history, then if you indicated out-of-state work on your application, they'll request your wage records from other states. It's called a "Combined Wage Claim" but the system doesn't really explain that well. DON'T file an appeal yet - that'll just complicate things. Instead, wait about 5-7 business days for them to process the interstate request. If nothing changes after a week, then call ESD to check on the status of your Combined Wage Claim.

I HAD THE EXACT SAME ISSUE!!!! Moved from Idaho last year and got that stupid email saying I didn't qualify. I freaked out and called them like 50 times (impossible to get through btw). Then magically a week later I got another email saying my claim was being processed and they were getting my hours from Idaho. SO ANNOYING they don't just tell you this is going to happen in the first place!!! The whole system is designed to make you give up I swear.

•Omg this was my experience too. ESD is just terrible at communicating. They send these scary automated denial notices before they've even finished processing your claim. I think it's actually illegal but what are we gonna do? 🙄

If you need to actually talk to someone at ESD about your interstate claim (which I recommend if it's been more than 7 days), try using Claimyr.com. I was in the same situation with hours from Arizona, and after two weeks of silence I needed answers. Used their service to get through to an actual ESD agent in about 20 minutes instead of spending days redialing. Just to clarify some technical details about Combined Wage Claims: 1. Yes, keep filing your weekly claims while waiting for this process to complete 2. ESD will send a "wage request" to Oregon's employment department 3. Oregon typically responds within 2-10 business days (varies by state) 4. Once received, ESD recalculates your monetary eligibility 5. You'll receive a new monetary determination showing both WA and OR wages If it's been more than 10 business days, then it's worth contacting ESD to check on the status of your interstate wage request. Sometimes they need to send follow-up requests if the other state doesn't respond promptly. Also, make sure you reported your Oregon employment correctly on your initial application. If you didn't list your Oregon employer(s), you'll need to contact ESD to add that information.

•If you're close to the 680 hours, you might want to double-check if all your WA employers reported your wages correctly. Sometimes employers misreport hours or forget to report altogether. You can request a wage and hour investigation if you think there's a discrepancy.

My husband had this exact issue when he moved from Nevada last year. It took about two weeks for them to get all his hours from Nevada and update his claim. The annoying part was we couldn't get any information during that time - the online system just showed "disqualified" which was super stressful. One thing I would recommend is making sure your weekly claims are still being filed during this time! Even though it shows you as disqualified, if they approve your claim with the out-of-state hours, they'll pay those weeks retroactively - but ONLY if you filed the weekly claims.

•His account updated first with a new monetary determination letter that showed both his WA and NV wages combined. Then about 3 days later the payments for his back weeks started processing. The online status changed from "disqualified" to "paid" for those weeks.

I went through this exact same thing when I moved from Colorado to Washington last fall! Got that scary denial email on day 2, then spent the next week checking my account obsessively. Finally got an updated monetary determination showing my Colorado wages after about 8 business days. The key thing is to NOT panic (easier said than done, I know). ESD's initial screening only looks at Washington wages, but if you listed out-of-state employment on your application, they automatically send wage requests to those states. The denial email is just their system being overly dramatic before the real processing is done. Keep filing your weekly claims no matter what the system says - this is crucial for getting backpay later. And try to resist calling ESD unless it's been more than 2 weeks, because honestly you'll just sit on hold forever and they'll tell you the same thing everyone here is saying.
