ESD claim restart confusion - union layoff during school week with no payment showing
My husband's in construction (union worker) and deals with random layoffs throughout the year. We had an active UI claim from November that's been on/off as he gets work. Last week he had to attend a required union training (June 10-14) and couldn't work, so I tried restarting his claim on Sunday, June 16th to cover that week. We got an approval letter from ESD but there's no payment showing up anywhere - not even as pending or in process. Nothing. The eServices account just shows the claim as active but with zero payment for that week. Did I mess up the restart date? Should I have restarted it on June 9th instead of the 16th to properly cover the training week? I'm worried we won't get paid for those days and his next job doesn't start until July. The ESD letters are so confusing and I can never get through on the phone when I call for help.

You need to restart the claim for the week you want to claim, not the week after. Since UI weeks run Sunday-Saturday, you should've restarted on June 9th to claim benefits for June 10-14. I've been dealing with the UI system for my seasonal work for years and the timing is super important. Try submitting a message through eServices explaining the situation - they might be able to backdate the restart.

•Thanks for the info! That makes sense... I guess I messed up. Do you think they'll let me fix it by backdating? I'll send a message but honestly they've never responded to any of my eServices messages before.

nope your fine. claim week starts on sunday. so the 16th covers the week before. check if you filed the weekly claim after restarting. sometimes u still gotta do that seperate or it wont pay

•Hmm, that's different from what the other person said. I did file the weekly claim after restarting. I answered all the job search questions and everything, but still nothing is showing up in payment status.

There's some confusion here about how the system works. Let me clarify: 1. Your husband's claim week runs Sunday-Saturday 2. When you restart a claim, you're telling ESD that starting on that Sunday, your husband is once again unemployed/eligible 3. The restart on June 16th would cover June 16th-22nd, NOT the previous week 4. To claim the week of June 10-14, you needed to restart on June 9th You should immediately call ESD to explain the situation and ask if they can backdate your restart. Make sure to mention it was for union training which is typically an approved reason for unemployment benefits during a temporary layoff. The approval letter you received was likely just confirming that the restart for June 16th forward was approved, not specifically for that training week.

•Thank you for explaining this so clearly! I definitely misunderstood how the restart worked. I'll try calling ESD first thing tomorrow morning to see if they can backdate it.

I've been a union plumber for 12 years and this happens ALL THE TIME!!! The ESD system is GARBAGE when it comes to union workers who go back and forth. They design it for people who just lose their job once not for those of us who cycle through work/no work/training. So frustrating!!!

•You're absolutely right about the system not being well-designed for union workers with intermittent employment. I work with claimants in similar situations frequently. For the OP, this is a common issue, and ESD can often backdate restart requests, especially when there was confusion about the process. Be prepared to explain that this was for an approved union training period.

If you're struggling to reach ESD on the phone (which is super common), I recently discovered a service called Claimyr that helped me get through after weeks of trying on my own. It basically holds your place in line and calls you when an agent is available. Saved me hours of frustration. Their website is claimyr.com and they have a video showing how it works: https://youtu.be/7DieNd3C7zQ?si=26TzE_zGms-DODN3. Worth checking out if you keep hitting dead ends trying to get through to fix your restart date.

•Thank you! I've been trying to call all morning with no luck - just endless busy signals or disconnects. I'll check out that service because I really need to get this fixed before our bills are due next week.

ok so I work for a different trade union and deal with this constantly. here's what u should know: 1) Training weeks are special for union workers, make sure you indicated it was APPROVED union training when filing 2) If your husband is on standby status thats different than regular unemployment 3) call ESD and ask specifically for the "union desk" - yes this exists! not all reps know about it but its specially for union claims and they know all the rules hope that helps, the standby rules + union training combo can be super confusing

•I didn't know there was a special union desk! That's incredibly helpful information. I'll specifically ask for that when I call. His union training was definitely approved - he gets a certificate and everything when he completes it. Thank you so much!

After you get through to ESD and fix the restart date, make sure to double-check that you've met the job search requirements for that week too. Even though it was for training, you still need to list 3 job search activities unless he has formal standby status. Just wanting to make sure you don't hit another roadblock after fixing the date issue!

•That's a good point - we did list the required job contacts when filing the weekly claim. His union also counts as one of the job search activities since they dispatch work. Fingers crossed we can get this sorted out tomorrow!

Just to follow up - were you able to reach ESD and get the restart date fixed? Union training weeks can be tricky in the system, but they should be able to resolve this if you explain the situation clearly.

•Yes!! I used that Claimyr service someone mentioned and actually got through after 2 days of trying on my own. The rep was able to backdate the restart to June 9th and we should see the payment next week. They said this happens all the time with union workers. Thanks everyone for your help!
