ESD approved my training benefits then suddenly denied all weekly claims filed since March 2024 - what happened?

I'm honestly at my wits' end with ESD right now. Back in March 2024, I applied for unemployment while starting an approved training program. After submitting all my paperwork and getting through the initial review, I received approval letters for BOTH my Commissioner Approved Training (CAT) benefits AND my regular unemployment. Everything seemed fine! I've been diligently filing my weekly claims since March (that's 8+ months of claims!) and completing all required job searches despite being in school. But here's the bizarre part - I never received a SINGLE payment into my bank account. After waiting patiently and hearing nothing, I finally sent ESD a message through eServices asking when I might expect payment. Their response? A letter saying I'm DENIED for ALL my weekly claims going back to March! How can they approve me, let me file for 8+ months, then suddenly say I get nothing? I have copies of all approval letters, my training documentation, and job search logs. Has anyone experienced this complete reversal? What should my next steps be? Should I file an appeal? This is thousands of dollars I was counting on while completing my training program.

The letter was super vague! Just said something about 'not meeting eligibility requirements for weeks claimed' but didn't specify WHICH requirement I supposedly failed. yeah listen to this person!! i got denied after 3 months but won my appeal and got backpay. the judge at my hearing was way more reasonable than esd!! just make sure u dont miss any deadlines

I've seen this happen several times with training benefits specifically. Often there's a disconnect between the Training Benefits Unit that approves your program and the Regular Claims Unit that processes weekly payments. Have you checked your eServices account to see if there were any alerts or messages you might have missed? Sometimes they post important notices there without sending emails or letters. Also, when you log in, check the "Decisions" tab to see if there's more detail about the denial reason. Thanks for this advice! I just checked my eServices account more thoroughly and found something in the Decisions tab from about 6 weeks ago questioning my availability for work while in training. But that makes no sense because my training was APPROVED by ESD, which is supposed to waive the availability requirements! I'm definitely going to appeal this.

I went through something similar and spent WEEKS trying to reach an ESD agent to fix it. Regular phone line was useless - always disconnected after 2+ hours on hold. I finally used Claimyr (claimyr.com) to get through to an actual ESD agent who could see my full claim history. The agent found that my claim had a flag that was incorrectly applied. From your description, it sounds like you might have had a standby status initially that expired, or there was a job separation issue that wasn't fully resolved during initial processing. When you received the approval letters, did any mention "conditional approval" or have any conditions listed? Also, did you receive any questionnaires during those 8 months that maybe went to spam? Training benefits approval doesn't automatically guarantee regular UI eligibility - they're reviewed separately.

I don't remember seeing "conditional approval" anywhere, but I'll double-check all the paperwork. I did receive and respond to a couple questionnaires about my school schedule back in April, but nothing recently. And nothing went to spam that I can find. It just seems crazy that they'd let someone file for 8 months with no payment or explanation!

hate to say this but esd does this alllll the time... they approve u then months later they change there mind and ur supposed to be ok with it???? i had to move back with my parents bcuz of this exact thing happening to me last year after 4 months of claims they said i wasnt eligible even tho i had approval letters too its just how they operate sadly

That's a smart approach. If you do reach an agent and they say they can't help, politely ask to speak with a claims specialist or supervisor who has more authority to review complex issues. Sometimes the first-level agents are limited in what they can resolve.
