Can I get cash aid and unemployment benefits at the same time in Washington?
I'm in a really tough spot financially and wondering if I can receive both unemployment benefits from Washington ESD and cash assistance (TANF) from DSHS at the same time? My unemployment barely covers rent and I have two kids to feed. Has anyone been approved for both programs simultaneously? I don't want to mess up either application by not reporting something correctly.

Yes, you can receive both but there are some rules. Your unemployment income will count toward your TANF eligibility calculation, so it might reduce your cash aid amount. You have to report your UI benefits to DSHS monthly.

•Do I report the gross unemployment amount or what I actually receive after taxes?

Beatrice Marshall
•Report the gross amount before any deductions. DSHS needs to know your total benefit amount.

I'm getting both right now. The tricky part is that TANF has work requirements too and they might conflict with your job search for unemployment. Make sure you coordinate with both agencies.

•What kind of conflicts? I'm already doing the WorkSource job search activities for my UI claim.

•TANF might want you to do additional job training or work activities beyond what Washington ESD requires. Just make sure both agencies know about each other.

The income limits for TANF are pretty low. With kids your unemployment might put you over the threshold. I'd recommend calling DSHS to get an exact calculation before applying.

•I tried calling DSHS but keep getting busy signals. Any tips for getting through?

•Same problem here! I've been trying to reach both DSHS and Washington ESD for weeks. Found this service called Claimyr that helps get through to ESD agents - claimyr.com. They have a demo video at https://youtu.be/7DieNd3C7zQ showing how it works.

wait can you really get both?? i thought if you got one you couldnt get the other

•It's not that simple - you CAN get both but your unemployment income affects how much TANF you qualify for. It's not a complete disqualifier.

•oh ok that makes more sense

Just went through this process last month. You definitely need to be upfront with both agencies from the start. DSHS will ask about all your income including unemployment, and Washington ESD needs to know if you're getting other benefits.

•Did your TANF amount get reduced significantly because of the unemployment income?

Demi Lagos
•Yeah, it was reduced but I still qualified for some cash aid plus food stamps. Every little bit helps when you have kids.

The system is so complicated! I've been on unemployment for 2 months and just found out I might qualify for TANF too. Now I'm worried I should have applied earlier.

•You can apply for TANF anytime - there's no penalty for applying later. Just gather your unemployment documentation before you apply.

•Thank you! I was stressing about that.

Important note - if you're getting unemployment, you might also qualify for emergency food assistance through DSHS even if your income is too high for regular TANF. The income limits are different for emergency programs.

•I didn't know about emergency assistance! Is that a separate application?

•You can ask about it when you apply for TANF, or call the emergency assistance line. It's for things like utility shutoffs or eviction prevention.

been there done that. got both for about 6 months while i was between jobs. just make sure you keep track of all your paperwork because both agencies will ask for documentation constantly

Mae Bennett
•What kind of documentation did they want most often?

•pay stubs when i started working again, bank statements, proof of job search activities, child care receipts. everything lol

One more thing to consider - getting TANF might make you eligible for other programs like subsidized childcare or reduced utility rates. Sometimes the combined benefits package is worth more than just the cash amount.
0 coins
Mae Bennett
•That's a good point. I spend so much on childcare that subsidized care would be huge.
0 coins
Melina Haruko
•Exactly! The childcare subsidy was actually more valuable to me than the cash assistance when I was getting both.

The Washington ESD and DSHS computer systems don't talk to each other well, so you'll probably end up providing the same information to both agencies multiple times. Just part of the process unfortunately.

Mae Bennett
•Ugh, that sounds frustrating but good to know ahead of time.

•Yeah it's annoying but manageable if you expect it. Keep copies of everything you submit to either agency.

Update on that Claimyr service I mentioned - I used it yesterday to finally talk to someone at Washington ESD about reporting my TANF income correctly. Worth checking out if you're having trouble reaching either agency by phone.

•Did it actually work? I'm so tired of calling and getting hung up on.

•Yeah, got through to a real person within 20 minutes. Way better than the 3 hours I spent on hold last week.

do you have to pay taxes on tanf like you do unemployment?
0 coins
Beatrice Marshall
•No, TANF benefits are not taxable income. Unemployment benefits are taxable though, so keep that in mind for next year's tax return.

•ok good to know thanks

I tried to get both and it was such a nightmare dealing with two different agencies. The paperwork never seemed to be in sync and I felt like I was constantly explaining my situation to new caseworkers.

Mae Bennett
•Did you eventually get approved for both or did you have to choose one?

Brielle Johnson
•Got approved for both but the TANF amount was so small after they counted my unemployment that I stopped the TANF case. Wasn't worth the hassle for $50 a month.

Pro tip - if you apply for TANF, apply for food stamps at the same time. Same application and the income limits are higher for food assistance, so you're more likely to qualify even with unemployment income.

•That's smart! I definitely need help with groceries too.

•Food stamps were a lifesaver when I was on unemployment. The approval process is usually faster than TANF too.

Make sure you understand the work requirements for both programs. TANF has some strict rules about work activities and if you don't comply you could lose benefits.
0 coins
Mae Bennett
•Are the work requirements different from the job search I already do for unemployment?
0 coins
Oliver Brown
•They can be. TANF might require you to participate in their job training programs or community service in addition to job searching.

honestly the system makes it so hard for families who need help. you should be able to get both if you qualify for both without all the bureaucracy

•I agree, it feels like you need a degree just to navigate all the rules and requirements.

Final advice - document everything. Keep records of all your communications with both agencies, save copies of all forms you submit, and track all deadlines. Both programs have strict requirements about reporting changes in income or circumstances.

•This has been so helpful, thank you everyone. I'm going to start the TANF application tomorrow.

•Good luck! It's not easy but it's definitely possible to get both if you need them. Just stay organized and persistent.

One last thing - if your unemployment benefits end and you're still getting TANF, make sure to report that change immediately. Your TANF amount might increase once you don't have UI income anymore.
0 coins
Mae Bennett
•Good point, I wouldn't have thought of that timing.

Clay blendedgen
•Yeah, the income calculations change monthly so any change in your unemployment status affects your TANF eligibility.

Just want to mention Claimyr one more time since phone contact is such an issue - they also help with DSHS calls, not just Washington ESD. Might be worth it if you're dealing with both agencies and can't get through.

•Thanks for mentioning that! I might need help with both agencies so that could be really useful.

Applied for both last year during covid. The process is definitely doable but expect it to take time. Both agencies are understaffed and overworked so be patient but persistent.
0 coins
Mae Bennett
•How long did your applications take to process?

•TANF took about 6 weeks, unemployment was faster at about 3 weeks, but this was during peak covid so times might be different now.

Mae, I'm in a similar situation and have been researching this extensively. You absolutely can get both, but here's what I've learned: DSHS will count your unemployment as income when calculating your TANF eligibility, which will reduce your cash aid amount but not necessarily eliminate it. The key is being completely transparent with both agencies from day one. I'd recommend applying online for TANF through Washington Connection if possible - it's faster than waiting on hold. Also, don't forget to ask about emergency assistance programs and childcare subsidies when you apply, as those income limits are often higher and could provide more relief than the cash assistance itself. The paperwork is overwhelming but totally worth it when you have kids to support.

•This is super helpful! I'm new to navigating these systems and wasn't sure about the Washington Connection online application. Is that generally faster than applying in person or over the phone? Also, when you mention emergency assistance programs - are those the same ones Dallas mentioned earlier about utility shutoffs, or are there other emergency programs I should know about? I'm trying to make sure I don't miss any resources that could help while I'm figuring out the regular TANF application.
