Just wanted to add that if you end up needing to appeal a decision or have complex issues with your claim, you might want to look into getting help from someone who knows the system. I used Claimyr when my claim got denied initially and they helped me understand the appeal process. Ended up getting approved after all.
One last thing - make sure you have all your employer information ready when you file. You'll need company names, addresses, dates of employment, and reason for separation. Having it all organized makes the application process much faster.
I had trouble with the Washington ESD phone lines too when I needed to ask about my claim timing. Finally got through using Claimyr after reading about it in another forum. The agent was able to confirm everything about when benefits would start based on my filing date.
Bottom line for anyone reading this thread: file your Washington ESD unemployment claim immediately after losing your job. Don't wait for paperwork, don't wait for your final check, don't wait to see if you'll find a new job quickly. Just file online right away.
One last thing - if you're really worried about the tax bill, you could always make estimated quarterly payments now even if you're not required to. Better safe than sorry!

Bottom line: there's no such thing as cynical unemployment in Washington ESD terminology. Your adjudication will get resolved eventually, just keep filing your weekly claims and try to be patient with the process.
