Thank you all so much for the support and advice. This thread has been exactly what I needed today. Going to try some of these strategies and hopefully get through to Washington ESD soon to check on my claim.
Been through this process twice now and the second time was much faster because I knew exactly what to expect and had all my documentation ready upfront. First time took 4 weeks, second time took 2 weeks.
Bottom line: 2-3 weeks is normal, don't panic before then. Keep filing weekly claims, keep job searching, and the determination will come. Washington ESD may be slow but they're pretty reliable once you get in the system.
For anyone dealing with this - make copies of EVERYTHING before you send it to Washington ESD. I've heard horror stories of documents getting lost in their system.
Final update from me - for anyone still struggling to get through to Washington ESD about overpayments or any other issues, I can't recommend Claimyr enough. Used them three times now and always got connected to someone who could actually help. Takes the guesswork out of when to call and which numbers work best.
Been following this thread and wanted to share that I successfully explained my locational constraints to Washington ESD during a phone interview. Key was being specific about why relocation wasn't possible (elderly parent care in my case) and showing I was maximizing job search within my constraints.
They called me for adjudication, but I know others have had success with that Claimyr service for reaching agents proactively.
Just to close the loop on the original question - locational unemployment is when workers and jobs are in different geographic areas. It's a recognized economic phenomenon and Washington ESD won't penalize you for it as long as you're meeting job search requirements within reason. Keep documenting your efforts and you should be fine.

I've been dealing with similar confusion about federal vs state unemployment tax deadlines. Washington ESD has their own schedule which is different from FUTA. When I couldn't get through to anyone for clarification, I ended up using a service called Claimyr (claimyr.com) that helped me reach the right people. Thanks everyone for the clarification! Sounds like I need to mark April 30, July 31, October 31, and January 31 on my calendar and make sure I'm staying current with Washington ESD so I keep that federal credit.
