For anyone still reading this thread - another option if you need to talk to Washington ESD is that Claimyr service mentioned earlier. I used it last week when I had questions about my job search log and got through to an agent pretty quickly.
Just want to add that you can appeal if your claim gets denied. You have 30 days from the date of the determination to file an appeal. Don't give up if the initial decision isn't what you expected.
One more thing - keep track of your certification dates! You have to file your weekly claims by the deadline or you'll miss out on benefits for that week. Set up reminders on your phone.
I think I was overthinking this whole thing. Sounds like as long as I keep filing my weekly claims and do my job searches, the federal rate stuff doesn't matter.
The weekly payment schedule is actually one of the better things about Washington's system compared to some other states. At least you don't have to wait a month between payments.
One last tip - if she ever has trouble with the website or filing weekly claims, try different browsers or clear your cache. The site can be glitchy sometimes.
