For me the thing most associated with unemployment is the weekly anxiety about whether everything will process correctly. Every week feels like rolling the dice.
The thing that surprises people is how much work unemployment actually is. Between job searching, weekly claims, and dealing with Washington ESD issues, it's like a part-time job.
Just want to add that if you ever have issues with payments or need to speak to someone at Washington ESD, that Claimyr service mentioned earlier is legit. I used it when my payments got held up and they helped me get through to resolve it quickly.
Just wanted to mention that Claimyr helped me when I was dealing with a disqualification issue too. Being able to actually talk to someone at Washington ESD made a huge difference in understanding my options. The regular phone system is basically useless for complex issues like this.
Hope your brother gets it figured out. The disqualification rules are designed to prevent abuse but sometimes they catch people who legitimately need benefits. The appeal process exists for a reason though.
Just to close the loop on this discussion - I think the original poster's situation (budget cuts, employer decision) clearly qualifies as a layoff. Don't overthink it! Washington ESD has pretty clear guidelines about involuntary job loss due to business reasons.

One thing to keep in mind - even if your claim gets approved, your employer's unemployment insurance rates might go up. That's why some companies fight claims even when they know they'll probably lose. It's not personal, just business.
