Just wanted to add that if you do manage to get through to Washington ESD to ask about your specific situation, make sure to get any information in writing or at least document who you spoke with and when.

Based on everything discussed here, it sounds like you should definitely qualify. Eight months full-time plus six months part-time should put you well over the wage thresholds, and being laid off means you meet the separation requirements.
Just to add one more - people sometimes think once their benefit year ends, they automatically get a new claim. You actually have to reapply and may not qualify if your work history doesn't meet the requirements again.
