The 'movement from point' language is probably just standard administrative terminology. Government agencies love their jargon. Main thing is you got the increase and your claim is active.
The 1099-G deadline is firm - January 31st. If you don't receive yours by mid-February, definitely contact Washington ESD because something went wrong.
One last thing - make sure your address is current with Washington ESD if you want the mailed copy. You can update it in your SecureAccess Washington account.
Good plan! And don't hesitate to use one of those callback services if you need to talk to ESD directly. The phone system is really broken right now.
Hope this all works out for you OP! Partial unemployment really saved me when I was in a similar situation. The extra income made a huge difference.
One last tip - if you run into any issues during the process, don't give up. Sometimes claims get denied initially but can be approved on appeal. The system isn't perfect but it does work if you persist.

One last thing - make sure you understand that your weekly claim certification is due every week, usually on the same day. Missing even one week can cause delays in your payments, so set a reminder on your phone or calendar.
