Social Security benefit withdrawal limbo - Can't start survivor benefits until my SSA-521 processes?
I recently filed for my survivor benefits (Oct 14) after waiting almost 5 months to get a phone appointment! What's driving me crazy is that the SSA rep told me I can't proceed with survivor benefits because my SSA-521 withdrawal request for my own retirement benefits (filed on July 5) is still pending approval from some processing center. My retirement benefits that I started in February 2025 were suspended in August (last payment September 3) but I'm in this weird limbo now. The rep said my SSA-521 withdrawal could take "a long time" - possibly 5-7 months from when I filed it! I wasn't prepared for this answer at all. I've been waiting for instructions on how to pay back my retirement benefits from Feb-Aug, but apparently that won't even happen until this mysterious processing center approves my withdrawal request. When I asked for contact information for this processing center to check on the status, I was told there isn't one! Is this actually true? Am I stuck just waiting with no way to follow up? Has anyone successfully navigated this nightmare process of switching from retirement to survivor benefits? Any suggestions for speeding things up? I'm feeling completely helpless right now.

Unfortunately, what you were told is accurate. The Processing Centers (PCs) are notoriously backlogged, and there is indeed no direct phone line for the public. They process complex cases like benefit withdrawals, and the 5-7 month timeframe is sadly realistic right now. Your case is particularly complicated because you're trying to switch from retirement to survivors, which involves multiple components: withdrawing the retirement claim, calculating repayment, and then initiating the survivors benefit.

•Thank you for confirming. I'm just so frustrated because nobody warned me about this timeline when I submitted the SSA-521. I would have approached things differently if I'd known about this delay.

omg this is my worst nightmare! I'm about to do basically the same thing next month. did they at least tell you if your survivor benefits will be backdated to when you applied? or are you just LOSING all those months of higher benefits??

•They didn't clarify about backdating, which is another thing I'm worried about! I'll be losing thousands if they don't backdate to my application date. This whole process is so unclear.

This is a perfect example of why the withdrawal process is so complicated. Here's what's happening: Your SSA-521 has to be fully processed before any new benefit can be initiated. The processing centers handle these complex cases, and they're severely backlogged. What's critical to understand is that once approved, your survivor benefits should be payable from your filing date (or protective filing date if you called before the actual application). One strategy that sometimes works is requesting your Congressional Representative's office to do a welfare check/status inquiry. Congressional inquiries often receive priority responses from SSA processing centers.

•That's incredibly helpful! I'll contact my Congressional Rep's office tomorrow. I didn't realize they could help with Social Security issues. Do you know if they'll need any specific information from me?

This happened to my sister in law!!! took like 6 months start to finish. the whole system is broken if u ask me

•The system isn't necessarily broken - it's just terribly understaffed. SSA has lost about 13% of its workforce in recent years while workloads have increased. Processing centers specifically are dealing with complex cases that can't be automated.

I was in almost the exact same situation last year! It took 8 MONTHS for my withdrawal to process. I called the main SSA number every 2 weeks for updates but they couldn't tell me anything useful. The local office was no help either. One thing I wish I had known - you can request an "urgent critical case" designation if you're experiencing financial hardship because of the delay. I only learned this after the fact, but apparently it can sometimes move things along faster.

•8 MONTHS?! That's insane! I'll definitely ask about the "urgent critical case" designation - thank you for that tip. Were your survivor benefits eventually backdated to your application date?

•Yes, they did backdate to my application date! That was the one silver lining in this whole mess. Just document EVERYTHING - dates of calls, who you spoke with, etc. It will help if there are any issues later.

I work with a lot of folks in similar situations. One tool that's been incredibly helpful for my clients is Claimyr (claimyr.com). It helps you get through to an actual SSA representative quickly instead of waiting on hold for hours. You might be able to get more info about your case status that way. They have a video that shows how it works: https://youtu.be/Z-BRbJw3puU Also, send a letter (certified mail) to your local office requesting a status update on your SSA-521 processing. Include your contact information, SSN, and a clear request for timeline information. While there's no direct line to the processing center, this paper trail can help document your attempts to resolve the situation.

•Thank you so much! I'll definitely check out Claimyr - anything to avoid those endless holds. And I like the certified letter idea too. Creating a paper trail makes a lot of sense.

•I just watched that Claimyr video - where has this been all my life?? Spending 3 hours on hold with SS last month nearly broke me!

I don't understand why they suspended your benefits in August but won't let you file for survivors? That makes no sense. If your retirement benefits are already suspended, why can't they just start the survivor benefits? The SSA is so inconsistent! My mom got widow's benefits without any of this runaround.

•The issue is that suspension is different from withdrawal. Suspension just stops payments temporarily, but the claim is still active. Withdrawal (via SSA-521) actually terminates the claim as if it never existed, which is necessary in this case because retirement and survivor benefits have different rules and calculations. Your mom's situation was likely different - perhaps she hadn't filed for her own benefits yet.

did you check your mySSA account online? sometimes there's updates there that the phone people don't tell you

•I've been checking it daily! It just shows my benefits as suspended but nothing about the withdrawal process or timeline. The online system seems to have very limited information about complex cases.

Something important to understand about your situation: You're dealing with two separate processes, and they must happen in sequence: 1) First, your SSA-521 withdrawal must be processed completely. This includes calculating exactly how much you need to repay from your retirement benefits. 2) Only after that's finalized can they move forward with your survivor benefit application. Once your withdrawal is approved, you should receive a formal notice with repayment instructions. After repayment is confirmed, the survivor benefits processing can begin. The good news is that survivor benefits will typically be backdated to your application date (or protective filing date), so you won't lose benefits due to administrative delays.

•Thank you for breaking this down so clearly. It helps to understand the sequence. I just wish the SSA rep had explained it this way instead of just saying it'll take a long time. Do you know if there's any way to find out which specific processing center has my case?

WAIT im confused - if you already suspended your benefits why do you have to withdraw them too? aren't those the same thing??

•They're actually completely different. Suspension just temporarily stops payments but keeps your claim active. Withdrawal (SSA-521) terminates your claim entirely as if you never filed, which allows you to file for a different benefit type without reduction. But withdrawal also requires you to repay all benefits received, which suspension doesn't.

•ohhh that explains a lot! so in OPs case they need to withdraw the retirement to get the full survivor amount? thats so complicated!
