PA UC verification loop - submitted proof of immigration status 4 times but still pending

I'm at my wit's end with PA unemployment! Filed my claim in late February 2025 and I'm STILL waiting. They keep asking for my immigration documentation over and over - I've submitted my permanent resident card, SS card, and driver's license FOUR SEPARATE TIMES already! Each time I upload the docs, a week later they ask for the exact same thing again. The last agent I managed to reach said they're still 'determining my separation reason' but I was clearly laid off due to lack of work (which my employer confirmed). It's been almost 8 weeks with zero payments. Has anyone dealt with this immigration verification loop? Any suggestions on how to break through this cycle and actually get my benefits processed? My rent is due next week and I'm getting desperate.

OMG this exact thing happened to my cousin!! They kept asking for his green card docs over and over for like 3 months. The system is completely broken when it comes to non-citizens. He finally got through by going to his state rep's office and having them contact UC directly. They fixed it in like 2 days after the rep called. Try contacting your local state representative's constituency services!

The immigration verification issue is unfortunately common in the PA UC system. The key is making sure you're submitting the *exact* documents they're requesting in the *exact* format they need. For your green card, they need front AND back scans, and they need to be high resolution enough to read all the text clearly. The system often rejects documents that are too blurry or incomplete. As for the separation reason determination, that's actually a separate issue. Did you get a Notice of Determination yet? If not, that's likely holding everything up. Your employer needs to verify your reason for separation, and if they haven't responded to UC's inquiry, your claim will sit in limbo.

I definitely sent both sides of my green card, and they were clear scans. I haven't received any Notice of Determination yet, which is confusing because my employer confirmed they responded to UC within a week of my filing. have you tried talking to an actual person at UC? thats what i had to do when they kept saying my id verification failed. calling is impossible tho, busy signals for weeks

I've tried calling dozens of times but either get busy signals or get disconnected after waiting on hold for an hour. It's like they deliberately make it impossible to reach anyone!

The PA UC phone lines are designed to be impossible to get through on - it's their way of managing the volume. I was stuck in a similar situation (not immigration related but they kept requesting the same earnings proof over and over). After 6 weeks of trying to call, I found this service called Claimyr that got me through to an agent in about 20 minutes. It costs money but it was worth it to finally talk to someone who could help. @casual_commenter It's absolutely legit - it just helps you bypass the busy signals. You still talk directly to the actual PA UC agents. I was skeptical too but after trying for weeks on my own I was desperate. The service just connects you - all your personal info goes directly to the UC agent, not to the service.

AS A PERMANENT RESIDENT WHO WENT THROUGH THIS EXACT HELL LAST YEAR, let me tell you what's happening. The system AUTOMATICALLY flags ALL non-citizen claims for manual review, but then DOESN'T TELL THE EXAMINERS that you've already submitted documents!!! Each new examiner who gets assigned just sends the same request again because they don't see the previous uploads. It's a BROKEN SYSTEM!!! You need to: 1) Call at EXACTLY 7:59:50am and keep hitting redial until you get through 2) Specifically ask for a SUPERVISOR and explain you've submitted multiple times 3) Request they put an ALERT on your account that documents are already received 4) Get the DIRECT NAME and ID of the person helping you DON'T GIVE UP! The system is designed to make you quit. I finally got paid after 11 WEEKS but got all my backpay.

@original_poster Yes, actually. They also wanted my I-9 employment eligibility verification form from my employer. It's ridiculous because that form literally just verifies the SAME DOCUMENTS you already sent them! But asking for that specific form helped move things along. Also, make sure to mention the SAVE verification system when you talk to them - it's what they use to verify immigration status with Homeland Security, and sometimes they need to manually trigger it.

Not to contradict the previous poster, but my experience with PA UC as a green card holder was actually pretty smooth. I think it really depends on which service center is handling your claim and which examiner gets assigned. Some are much better with immigration cases than others. But definitely agree that being persistent with calling is key.

Update: I took several pieces of advice from this thread and FINALLY got through to someone helpful! I called at 8AM sharp for three days straight and finally got through. Asked for a supervisor immediately and explained my situation. Turns out my documents WERE in the system but were sitting in some verification queue with no one actively reviewing them! The supervisor manually flagged them for review and said I should see movement within 5-7 business days. She also confirmed my separation reason was already verified by my employer. Thanks everyone for your help - will update when (hopefully) payments start coming through.

Great news! Make sure to keep track of all your eligible weeks so you can verify you receive all your backpay once they approve your claim. The supervisor should have given you a reference/ticket number for this interaction - if not, call back and request one so you have documentation that this issue was addressed.

this is why the whole system needs to be rebuilt. its designed to frustrate people so much they give up. my buddy waited 17 weeks for benefits and by then hed already found another job so he just gave up fighting for backpay. thats what they want.

Final update: My claim was approved! All weeks were paid including backpay from when I first filed. For anyone else in the immigration verification loop - persistence is key. Call early, ask for supervisors, and document everything. Thanks again everyone for your help and advice!
