PA UC showing $0 payments after backpay approval but now getting overpayment notices?!
I'm at my wit's end with PA unemployment! My reviewer called about 3 weeks ago saying I was approved for 16 weeks of backpay totaling around $2,700. I was SO relieved after waiting for months! But when I check my payment dashboard, EVERY SINGLE payment shows $0.00 paid to me. I've been filing my weekly claims like clockwork (including yesterday). The kicker? Just got TWO letters in today's mail claiming I OWE THEM $190.45 for April and another $190.45 for May as overpayments!!! How can I possibly owe money when I haven't received a single dollar from them?? They're saying I owe money back that I never even got in the first place! Is the system completely broken or is someone playing a cruel joke? Has anyone dealt with this twilight zone scenario before? I'm seriously considering hiring a lawyer because this makes absolutely no sense.

•What did your sister do to fix it? I've been trying to call all morning but can't get through to anyone!!

This is a system glitch that happens when there's a discrepancy between the approval system and the payment system. Your backpay was approved by an examiner, but it sounds like something flagged in the automated system that's preventing the actual release of funds. Those overpayment notices are likely being generated automatically based on your eligibility status changing retroactively in the system. You need to speak directly with a UC representative to get this fixed. They'll need to manually override those notices and correct your payment status. Make sure to keep copies of the approval phone call details (date/time) and the overpayment notices to reference when you speak with them.

•Thank you for explaining this! So frustrating that their system can't get it right. Do you know if they'll eventually just clear this up on their own, or am I stuck in limbo until I can reach someone?

•Unfortunately, this won't fix itself - you definitely need to speak with a representative. The system sees two conflicting things: an approval from a reviewer and something in your claim history that's triggering ineligibility. Only a human can reconcile these conflicting statuses. Document everything and keep calling.

I went through something similar in January. Had my backpay approved for $3,200 but dashboard showed all zeros and then got overpayment notices! Turns out there was an employer protest that hadn't been properly closed out in the system. I spent TWO WEEKS trying to get through to someone on the phone. What finally worked was using Claimyr (claimyr.com) - they got me connected to a UC agent in about 20 minutes when I'd been getting busy signals for days. They have a video showing how it works: https://youtu.be/CEPETxZdo9E?si=WL1ZzVZWG3KiHrg2 The UC agent was able to see exactly what happened - the system had both approved me AND flagged me for an issue at the same time. They had to manually clear the flag and reprocess my payments. Got my money about 5 days later and they cancelled the overpayment notices.

•That sounds exactly like what's happening to me! Did you have to pay to use that Claimyr service? I'm completely broke waiting for this backpay but I'm desperate to get through to someone.

•Yes it does cost money, but for me it was worth every penny because I had been trying for weeks. They don't ask for any personal info about your claim - they just connect you through to the UC phone line. I was honestly skeptical but was at my breaking point like you.

The EXACT same thing is happening to me but for $3,100 in back benefits!!! Does anyone know if these overpayment notices affect your credit score? Im panicking because im already behind on bills waiting for this money and now they want ME to pay THEM?????

•Don't panic about your credit yet. Overpayment notices don't immediately go to collections or affect your credit. You have appeal rights (15 days from the notice date), and it sounds like this is clearly a system error that should be corrected when you can reach someone. Make sure to file that appeal immediately though - don't wait!

This is a classic example of what happens when the left hand doesn't know what the right hand is doing at PA UC. Your claim has likely been flagged with an "OVP" (overpayment) code while simultaneously having an approval code. The system can't reconcile these conflicting statuses automatically. Here's what you need to do: 1. File an appeal for both overpayment notices immediately - you only have 15 days from the date on the notice 2. In your appeal, clearly state you never received any payments and reference the reviewer's approval 3. Continue filing your weekly claims without interruption 4. Contact your state representative's office - they often have direct lines to UC officials 5. When you finally reach UC (and I know that's difficult), ask specifically for a "payment trace" and a "claim review" to correct the conflicting statuses I've seen this issue dozens of times, and it's resolvable but requires persistent follow-up.

•Thank you SO much for these detailed steps! I'll start the appeal process right away. The notices are dated May 18th so I still have a few days left. Do I need to mail the appeal or can I file it online somewhere?

•You can file the appeal online through your PA UC dashboard under "Appeals," but I always recommend also sending a paper copy by certified mail to have proof of delivery. Make your appeal very clear and factual - stick to dates, claim numbers, and the specific issue (approved for payment but received $0 and then got overpayment notices).

This happens ALL the time with PA unemployment!! I work at a non-profit that helps people with UC issues. Don't pay those overpayment notices!!! It's a system error. But you MUST appeal within 15 days or you'll be stuck with the debt. Their computer system is from the stone age and these glitches happen constantly.

UPDATE: I got through to someone at PA UC! For anyone experiencing this issue, here's what I learned: This is happening because of a system update they did in April 2025. When a claim is retroactively approved for backpay, the computer sometimes generates overpayment notices by mistake because it sees a status change and incorrectly processes it as an overpayment. The representative said they're aware of the issue and working on a fix, but in the meantime, everyone affected needs to: 1. File appeals for all overpayment notices 2. Ask specifically for a "dual status correction" 3. Request that your case be flagged for the "April 2025 backpay glitch" Apparently they have a special team handling these cases now due to the volume of problems. Hope this helps someone!

•Thank you for sharing this! I'm going to specifically mention the "dual status correction" and "April 2025 backpay glitch" when I talk to them. How did you finally get through to someone? I've been calling constantly.

•I called right when they opened at 8:00 AM and got through after about 45 minutes on hold. I've heard Thursdays are better than Mondays for call volume. Good luck!
