PA UC BYE date confusion - expired claim but still on standby?

I'm completely lost with my PA unemployment situation right now. My benefit year officially ended last week (June 1st), but my claim status still shows as 'active' when I log in. I received an email saying I need to file a new application, but when I called (after 23 attempts!), the automated system said I'm still on 'standby status' whatever that means. I've been laid off from warehouse work since last summer and had about $2,600 left in my balance before the BYE date. Do I need to file a new claim? Will I lose that remaining balance? Has anyone dealt with this benefit year transition recently? The website info is so confusing and I can't afford to miss payments right now.

Yes, you definitely need to file a new claim when your benefit year expires, even if you have money left in your balance. The 'standby status' just means they're holding your payments until you complete the new application. Your remaining balance from the old claim doesn't transfer over - you'll get a new determination based on your work history from the past 18 months. Be careful not to miss filing weekly claims during this transition period though! You should keep filing weekly even while waiting for the new claim to process.

Thanks for the info. So even those remaining funds are just gone? That seems really unfair when I qualified for them. Will my weekly benefit amount change with the new application? I've worked a few temp jobs during my benefit year.

Did you get approved for a new benefit year? Was your amount the same as before or did it change?

The BYE (Benefit Year End) transition is one of the most confusing parts of the PA UC system. Here's what you need to know: 1. You must file a new application after your benefit year ends 2. Your remaining balance does NOT carry over (unfortunately) 3. Your new weekly benefit amount will be calculated based on your base year wages (looking back 18 months) 4. The "standby status" is just a temporary hold until your new application is processed 5. Continue filing weekly claims during the transition to avoid gaps If you worked during your benefit year, those wages may qualify for your new claim. The minimum qualifying wages for a new claim is currently $2,718 in your highest quarter and at least $4,260 total base year wages.

This is really helpful, thank you. I did have about 3 months of temp work during the benefit year, but I'm not sure if it'll be enough to qualify. Is there any way to find out before I apply? I'm worried about getting denied and then being stuck with no income.

Unfortunately, there's no way to check eligibility before applying. You'll need to file and let them determine if you qualify. If you don't have enough wages for a regular UC claim, they'll evaluate you for other programs automatically. Make sure to report all work and wages accurately on your new application.

THE SYSTEM IS DESIGNED TO CONFUSE YOU!!! They purposely make the BYE process complicated so people miss filing deadlines and lose benefits. I lost 2 weeks of payments during my transition because nobody told me I had to keep filing weekly claims WHILE waiting for the new application to process!!! The "standby" status is just their way of holding your money hostage while they drag their feet processing the new claim. DOCUMENT EVERYTHING and keep filing weekly no matter what!!!

After struggling with my BYE date issues for weeks and getting disconnected every time I called PA UC, I finally tried using Claimyr (claimyr.com) to get through to an actual person. It worked! Got connected to a rep in about 20 minutes who explained the whole process and even helped me file the new application over the phone. They have a video showing how it works here: https://youtu.be/CEPETxZdo9E?si=WL1ZzVZWG3KiHrg2 The rep told me that the "standby status" is actually a system error that happens sometimes during benefit year transitions. My new claim was processed in a few days once I got it straightened out.

Thanks for the tip! I've been trying to call for days and just get disconnected. Might try this if I can't figure it out through the website.

wait i'm confused, isn't standby status when ur job is bringing u back but ur still collecting UC? that's what mine said when I was furloughed during covid

You're thinking of "Work Search Waived" status, which happens if your employer files a mass layoff with return date. Standby status is different - it refers to when your claim has a temporary hold, often for review or during transitions.

I went through this exact same thing in April! Let me tell you what happened with me. My BYE date was April 12th, still had like $1,800 left in my balance. I filed a new claim right away, but kept filing weekly claims for the old claim too (super important). It took them almost 3 weeks to process the new claim, and then I got a new financial determination with a lower weekly amount because I didn't have as much work history this past year. The remaining balance from my old claim just disappeared. BTW, one thing no one mentioned yet - if you've been on UC for a full year, you'll probably have an interview scheduled to explain your job search efforts for the new claim. They're really strict about this now compared to during COVID.

Thanks for sharing your experience! I've been keeping documentation of all my job search activities just in case. Did you have to do the interview in person or was it over the phone?

Mine was over the phone. They called from a blocked number though, so make sure you answer all calls for a few days after you file the new claim!

UPDATE: I finally got through the application process for my new benefit year. For anyone who might have a similar situation in the future - yes, you MUST file a new application after your benefit year ends, even if you still have a balance. I did lose the remaining balance from my previous claim, but my new weekly benefit amount is actually $25 higher because of the temp work I did. They scheduled me for a phone interview next week to review my job search activities. Thanks everyone for the advice! This process would have been so much more confusing without your help.

Great news about the higher weekly benefit amount! Make sure you have documentation of at least 2 work search activities per week for the interview. Good luck!

Glad it worked out for you! The system is unnecessarily complicated.
