7 weeks no PA UC payment despite state rep intervention - losing hope
I'm at my wits end with PA unemployment. Been waiting 7 weeks since my layoff and still haven't received a SINGLE payment despite following every step. I worked retail for 3 years before being laid off, and also did some gig work with Doordash (reported on my 1099) during that time. I uploaded the 1099 tax form they requested over two weeks ago, but my claim is still sitting with 'pending issues'. The state rep's office supposedly 'expedited' my case to an examiner on Monday, but nothing has changed online. Meanwhile my bank account is nearly empty. My $4,100 severance ran out weeks ago, and I've had to apply for food assistance just to eat. I see posts everywhere about people getting their claims resolved quickly after contacting their rep, but that hasn't worked for me. What am I missing? Is there some magic phrase I should be saying? This whole experience has me completely depressed and anxious - I can't sleep, can't focus on job applications, and honestly don't know how I'll pay next month's rent. Has anyone else had success AFTER their state rep supposedly 'expedited' things? How long did it take?

•It's somewhat comforting (though still awful) to know I'm not alone. Have you tried calling them directly? I can't even get through...

I had a similar issue with my 1099 income complicating my claim. Here's what worked for me: call your state rep again, but specifically ask them to request an "expedited determination due to financial hardship" - that specific language makes a difference. Also, make sure you're still filing your weekly claims even while waiting for the initial determination. The system will backdate payments once approved.

•Thank you - I hadn't heard about the "financial hardship" language before. I'll definitely use that exact wording when I call back. And yes, I've been religiously filing my weekly claims, though it feels pointless since nothing is happening.

•I've tried calling at least 15 times. Either get a busy signal or it disconnects me after I wait 45+ minutes. It's absolutely maddening.

Unfortunately the combination of W2 and 1099 income often triggers extra review in PA's system. The examiner needs to verify that your 1099 work doesn't make you ineligible for regular UC benefits. This typically happens because they need to determine if your gig work was self-employment (which would complicate eligibility) or if it was properly classified as an employee relationship. I was in a similar situation and it took them 9 weeks to resolve. The key was getting someone on the phone who could look at my documents and manually push the claim through. Most state reps can't actually expedite claims themselves - they just send a notification to UC that doesn't always get prioritized.

•9 weeks?! That's terrifying. I'm already struggling at 7 weeks. The W2/1099 explanation makes sense though - no one explained that to me before. Did you ever successfully get through on the phone?

After spending WEEKS getting hung up on by PA UC, I finally used a service called Claimyr (claimyr.com) and it actually worked - got me through to an agent in about 25 minutes when I'd been failing for days on my own. The agent was able to see that my documents were received but sitting in a queue. She manually flagged my claim for review and I got paid 3 days later. There's a video showing how it works: https://youtu.be/CEPETxZdo9E?si=WL1ZzVZWG3KiHrg2

THIS EXACT THING HAPPENED TO ME!!! Took 8 weeks from my layoff to get my first payment and that's WITH my state rep helping!!! The state rep expedited it but nothing happened for 2 more weeks. I had to call again and THREATEN LEGAL ACTION before they finally processed my claim! It's INSANE that they hold our money hostage like this when people are struggling to SURVIVE. The PA UC system is BROKEN BY DESIGN to discourage people from claiming benefits!!!!

•While the system definitely has serious issues, it's not designed to deny benefits. Most delays are from understaffing and outdated technology. Threatening legal action generally doesn't help and can sometimes flag your claim for additional review, further delaying it.

Former PA UC examiner here. When you have both W2 and 1099 income, your claim gets routed to a specialized unit that handles combined income sources, and unfortunately that unit is severely backlogged. Here's what I recommend: 1. Call your state rep again and specifically mention you're experiencing financial hardship (possible eviction, utility shutoffs, etc) 2. Ask them to contact the UC executive office, not just the regular examiner queue 3. Continue filing your weekly claims 4. If you have documentation showing financial hardship (late notices, etc.), have those ready 5. Make sure your 1099 shows clearly that this was gig work through an established platform and not independent contracting The normal timeframe for these mixed-income claims is currently 6-8 weeks, so you're nearing the end of the typical wait. I know that's not comforting when bills are due.

•Thank you so much for this insider information. I had no idea there was a specialized unit for mixed income. I'll definitely mention the UC executive office when I call my rep back tomorrow. Should I upload my late rent notice to the portal as additional documentation?

To answer your question - yes, uploading the late rent notice to the portal would be helpful. Make sure to label it "Financial Hardship Documentation" when you upload it. Also, if you haven't already, send a message through the portal specifically stating "Request for expedited financial hardship review" and briefly explain your situation. This creates a timestamped record of your hardship request.

•Just uploaded my late rent notice and sent that message through the portal. At this point I'm willing to try anything. Appreciate your expert advice so much.

•THIS!!! Some state reps have better connections at UC than others. My first rep did NOTHING but when I called a rep from a neighboring district they fixed it in DAYS!!!

Just coming back to check - any updates on your situation? Did contacting your rep again with the hardship language help?

•YES! Finally got a breakthrough! I called my rep again yesterday using the exact "financial hardship" language suggested here, and uploaded my late rent notice. Got a call this morning from an actual examiner who went through my 1099 info with me. She said my claim should be processed within 48 hours. I'm not celebrating until I see the money, but this is the first real progress in 7 weeks. Will update when/if the payment hits my account!
