NYS Department of Labor trying to keep unemployment low - whose job is this exactly?

I've been dealing with the unemployment system for months now and I keep hearing about different agencies and departments trying to keep unemployment rates down. But I'm confused about who actually has this responsibility. Is it the NYS Department of Labor's job to keep unemployment low, or is that someone else's responsibility? I'm asking because my claim has been stuck in adjudication for 6 weeks and I'm wondering if there's pressure on them to deny claims to keep the numbers looking good. Anyone know how this works?

The adjudication delays aren't about keeping unemployment low - they're usually due to verification issues or high claim volume. THE WHOLE SYSTEM IS RIGGED! They absolutely do try to keep claims down to make politicians look good. I've been fighting them for 3 months over a disqualification that makes no sense. They're hoping people just give up and find jobs instead of fighting for benefits they earned.

yeah this is confusing stuff... i thought unemployment office was supposed to help people find jobs too? like job training and stuff? so wouldnt they want unemployment to go down?
