NYS Department of Labor rejected my claim - which of the following is not a form of unemployment they recognize?

Got denied by NYS Department of Labor and I'm trying to figure out what went wrong. I was laid off from my restaurant job in December but they're saying I don't qualify. My friend mentioned there are different types of unemployment situations they consider valid vs invalid. Does anyone know which situations NYS Department of Labor actually accepts? I'm confused about what counts as real unemployment in their system versus what doesn't qualify you for benefits.

You definitely need to appeal if you have documentation proving you were laid off. NYS Department of Labor sometimes gets incorrect information from employers about the reason for separation.
