NY unemployment system keeps routing me to exhausted claim after layoff - how to file new claim?
Just got laid off due to lack of work after being employed since March 2025. When I try to file for NY unemployment benefits, the system keeps redirecting me to my old exhausted claim instead of letting me file a new one. Every attempt just takes me back to the same page that says my benefits are exhausted. I've tried logging out and back in, using different browsers, even the mobile site, but nothing works! How do I get the system to let me file a completely new claim instead of trying to reopen my old one?

same happened 2 me last month! theres a hidden button somewhere that says "file new claim" instead of "reopen" but its hard to find. try going to the very bottom of ur dashboard page, its somewhere there

•I don't see any button like that anywhere on my dashboard. Looked at the bottom, top, and all the menu options. It just keeps cycling me back to the exhausted claim page. So frustrating!

The system is designed to prevent duplicate claims, but in your case you need to file a new claim since you've had intervening employment. Here's what you need to do: 1. Don't use the "reopen claim" option at all 2. On the main NY.gov ID login page, after logging in, look for "Services" dropdown 3. Select "Unemployment Services" (not "My Online Services") 4. Click "File A New Claim" (not "Claim Weekly Benefits") 5. You'll need to validate your identity again 6. The system will then ask if you've worked since your last claim - answer YES This should bypass the redirection to your old claim. If it still doesn't work, you'll need to speak with an agent directly.

i had this EXACT SAME PROBLEM in january!!! the website is terrible and makes no sense. i tried for THREE DAYS to file a new claim. kept getting stuck in loops, error messages, and pages that wouldn't load. complete nightmare!!!

I think u need to wait until after midnight on Sunday to file a new claim. That's what the instruction sheet said when I did mine.

•This is incorrect. You can file a new claim any day of the week. The Sunday deadline is only for weekly certifications, not for filing new claims. Please don't spread misinformation that might delay someone's benefits.

Update: I tried the steps that @helpful_guidance suggested but I'm still having issues. The system recognizes I had a previous claim and keeps asking if I want to reopen it. When I select "No" it gives me an error code DOL-12889. Has anyone seen this error before?

•That error code means the system detects your previous claim but can't properly transition to a new claim. This is a known system issue. At this point, I strongly recommend calling NYSDOL directly at 888-209-8124. Ask specifically for a claims specialist who can manually initiate a new claim for you. Be prepared to provide documentation of your employment since your last claim ended.

I had a similar issue last month after going back to work for 5 months. The problem is that the system still thinks your benefit year is active even though your benefits are exhausted. Your benefit year has to be completely over OR you need to have worked enough quarters to establish a new base period. Either way, calling is probably your only option at this point since the website clearly isn't working for you.

•Thanks for explaining this! I think I understand now - my benefit year from my previous claim probably hasn't ended yet, even though the money is gone. But since I worked for several months, I should qualify for a new claim. I'll definitely call them tomorrow morning.

I went through this exact scenario in April. Tried calling the regular number for two weeks straight but couldn't get through - always got the "call volume too high" message. Finally I used Claimyr and got connected to an agent within a few hours. The agent manually overrode the system and filed my new claim. Apparently this is a common glitch they're aware of but haven't fixed yet. Good luck!

It's claimyr.com - they basically hold your place in line and call you when an agent is available. Saved me from having to redial for days. They have a video showing how it works at https://youtu.be/Rdqa1gKtxuE. Much better than trying to get through on your own.

Final update: I finally got through to someone! The agent explained that because I had worked and earned enough since my last claim, I was eligible for a new claim even though my benefit year wasn't over. They had to manually override something in the system to let me file a new claim. My weekly benefit amount is higher now too because I was making more at my recent job. Thanks everyone for your help!

•Excellent news! I'm glad you got it resolved. Just make sure you receive an official determination letter within 2-3 weeks confirming your new benefit rate and eligibility. If you don't receive this, call back as something might still be wrong with your claim.
